Agency Description

The Health and Human Services Cabinet (HHS) is comprised of the Department of Behavioral Health and Intellectual disAbilities (DBHIDS), Office of Community Empowerment and Opportunity (CEO), Office of Homeless Services, and Department of Public Health (PDPH).  In addition, HHS manages the Mayor’s Commission on Services to the Aging (MCOA), and an Audit Unit. The mission of the Cabinet is to ensure the health and wellbeing, safety, and appropriate supports for all Philadelphians, particularly the most vulnerable children and adults.

The Mayor’s Commission on Services to the Aging (MCOA) works to improve the quality of life for older adults and  manages efforts to create a comprehensive approach for the City to address the needs of Philadelphians as they age. Policy and program approaches have caused the City to be designated as an “age-friendly livable community for all” by the American Association of Retired People. 

Job Description

The Program Director will provide leadership for the effective implementation of direct service programs while supporting the development of policies that improve the quality of life for residents ages 55+.  The Program Director reports to the Senior Director.

  • One such program is the Senior Community Service Employment Program (SCSEP) for which income eligible Philadelphians receive on-the-job training, earning income to promote workforce re-entry. Participants are placed with non-profits and within City of Philadelphia departments for training to gain the new skills necessary for 21st century jobs.
  • Policy efforts promote the ability of Philadelphians to age with dignity, respect, and access to resources necessary to facilitate independence.

Essential Functions

  • Effectively manage programs to meet yearly goals.
  • Develop and organize Job Clubs and plan participant training activities.
  • Connect participants to social services and other supports.
  • Research and writing to support policy agenda for the aging community.
  • Develop and maintain collaborative relationships to improve the quality of life for the 55+ population.
  • Manage grant performance, and quality of services and employment for SCSEP.
  • Supervise staff and work collaboratively with stakeholders.

Knowledge, Skills, and Abilities

  • Demonstrated ability managing human service programs.
  • Demonstrated human resource management experience.
  • Superior people skills that promote problem solving while interacting with others
  • Ability to adapt quickly to changing demands.
  • Excellent written and oral communication skills.
  • Preferred bi-lingual ability in reading, writing and speaking English and Spanish
  • Excellent skills in Word, PowerPoint, Excel, and other Office Suite software or eagerness and the ability to learn these applications or any others necessary for the position
  • Work independently as well as a team member

Work-Life

Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired

Qualifications

  • Bachelor’s degree in human services or a related field, preferred.
  • Incumbent must have three (3) years or more of experience in the human services or a related field or a combination of education and experience, with a minimum of one (1) year managing junior reporting relationships

Salary Range: $51,940 - $77,900
