CEO is Philadelphia’s Community Action Agency (CAA); CAAs are private or public agencies created by the 1964 Economic Opportunity Act and federally designated to receive Community Services Block Grant (CSBG) funding.

Job Description
CEO is seeking an Operations Coordinator to plan, direct, and coordinate a variety of support services for 30+ exempt employees. Primary responsibilities include facilitating a large volume of procurement transactions for goods and services, fleet management, inventory maintenance, record retention, and facilities management. An ideal candidate is results-oriented, works well with others, accomplishes tasks on time and with attention to detail, and who is accurate and thorough. The Operations Coordinator serves as the department's liaison to the City’s central procurement and fleet management agencies, establishes work relationships and resolves a variety of procurement problems through central procurement and departmental officials. The Operations Coordinator reports to the Director of Operations in CEO.
Essential Functions
- Receives requisitions and supply requests; reviews requisitions for content and conformance to City and departmental procurement policies and procedures; determines the most cost-efficient method of procuring commodities and services.
- Seeks proposals and bids from vendors and suppliers in accordance with standard City Procurement Department policies and applicable provisions of the City's Home Rule Charter.
- Maintains electronic records of purchase order requisitions and balances of accounts.
- Prepares purchase requisitions and contracts for office equipment, furniture, and supplies.
- Resolves requisition problems such as delivery delay and discrepancies in billings and contacts vendors to determine progress of specific requisitions.
- Maintains departmental records of vendor billings and payments.
- Prepares reports showing status and progress; determines methods and procedures to improve requisitioning.
- Maintains inventory records and reports for accuracy and completeness.
- Performs fleet management duties including overseeing preventative maintenance, vehicle usage log, generating usage reports, and cost controls.
- Coordinates the agency-wide record retention process.
- Oversees scheduling of appointments of shared facilities.
- Coordinates repairs and maintenance with Building Manager.
- Manages distribution of employee access badges.
- Performs other duties as assigned.
Competencies, Knowledge, Skills and Abilities
- Detail-oriented.
- The principles, practices, methods and techniques of procurement processing, requisition, purchasing, and bidding.
- Computer system operations and software including databases, spreadsheets and word processing applications used for requisition record maintenance and tracking systems in procurement processing.
- Project management and scheduling techniques related to procurement operations functions.
- Ability to learn, within a reasonable period of time, the Home Rule Charter Regulations, municipal ordinances, and other legal requirements governing the City’s procurement processes and practices.
- Learn structure, functions, and various workflow systems both within and outside of the department.
- Learn affirmative action and equal opportunity laws as they apply to minority vendors.
- Evaluate departmental procurement and operational policies, procedures, and maintenance systems, and recommend and implement measures to improve efficiency.
- Gather and analyze a variety of facts.
- Ability to physically perform the duties and to work in the environmental conditions required of this position.
- Maintain effective working relationships with vendors, internal departmental officials and personnel, and other City department and agency officials.
- Maintain computerized records and prepare reports and correspondence.
- Communicate effectively, both orally and in writing.
- Exertion of physical strength to lift, carry, push, pull, or otherwise move objects up to 25 pounds.
Qualifications
- Completion of a Bachelor’s Degree at an accredited college or university is preferred.
- Two years managing administrative operations and inventory management, or in an area related to the duties described.
- Equivalent combination of education and experience determined to be acceptable.
- A valid PA Driver’s license is required.

Salary Range: $50,000 - $55,000
