Agency Description
Mayor Kenney created the City’s first Mayor’s Office for People with Disabilities (MOPD). As Philadelphia’s neighborhoods continue to grow and evolve, this office will reinforce the Mayor’s commitment to ensuring that the services provided and dollars expended by local government are a strong and vibrant model of fairness among the diverse groups that make up the neighborhoods of Philadelphia. The Office of Diversity, Equity and Inclusion and the MOPD will focus on promoting the value that diverse populations bring to our city; and for everyone, will fairly and equitably promote opportunities to be a part of the government. The MOPD is responsible for compliance under Title II of the Americans with Disabilities Act (ADA) and the Mayor’s Commission on People with Disabilities. The MOPD is responsible for coordinating efforts to integrate diversity, accessibility, disability equity, and inclusion principles into City operations, projects and services through the application and integration of best practices, training, and development of City staff, tracking and measurement of outcomes and community engagement.
Job Description
This position will report to the Executive Director of the Mayor’s Office for People with Disabilities and work closely with the Director of ADA Compliance. The coordinator will assist the city in its commitment as an Equal Opportunity Employer to recruit and retain people with disabilities within the workforce. The ADA Coordinator will lead, grow, and support the existing ADA Liaison program, which is a MOPD initiated program comprised of employees from each department who support staff with ADA concerns. Additionally, will support the work of the office related to ADA policies, and manage ADA related requests and grievances related to city programming. The coordinator will work closely with departments, the office of Employee Relations and the office of Human Resources through the ADA Liaison program. Additionally, the coordinator will be responsible for managing and growing the Office’s written and visual content for the City’s webpage related to the ADA policies and programs. The coordinator will align the Office’s communications strategy with the communications strategy of the Office of Diversity, Equity and Inclusion, the Mayor’s Office of LGBT Affairs and amplify communications generated by those offices.
Essential Functions
- Support and grow the existing ADA Liaison program with city departments.
- Manage and address any ADA related grievances and requests for ADA accommodations that are received by the MOPD. Manage, track and report on ongoing grievances and accommodations for the city related to Title II of the ADA.
- Create and implement training related to the ADA in conjunction with the ODEI, OHR, Employee Relations, and the MOPD.
- Create, manage and execute communications strategy for the MOPD related to the ADA, accessibility and disability inclusion, through the creation and distribution of blog posts, newsletters, and other written and visual communications.
- Gather workforce disability baseline data and manage the data while working collaboratively with partnering departments to elevate the needs of the workforce related to disability inclusion and accessibility.
- Manage, track and expand ongoing policy and programming related to the ADA including expansions to the the City’s annual workforce diversity report to include employees with disabilities.
- Collaborate with the Mayor’s Office of LGBT Affairs and the Office of Diversity, Equity and Inclusion on the creation of communications content and on aligning messaging across all three offices.
Competencies, Knowledge, Skills and Abilities
- Minimum of 2 years’ experience program management.
- Solid understanding of the Americans with Disabilities Act (ADA), accommodations and disability inclusivity.
- Demonstrated experience launching, growing, or managing programming and communications
- Knowledge of diversity, equity, inclusion, and accessibility principles
- Creativity and attention to detail
- Strong public speaking, writing and content creation skills
- Prior experience writing or creating content related to diversity, equity and inclusion preferred.
- Strong organization and project management skills, especially leading and directing multiple projects, estimating timelines, and the ability to demonstrate urgency for project tasks, particularly as it relates to initiating meetings, follow-ups, and communications to keep projects moving forward.
- Comfort in a fast-paced remote work environment, including comfort with timely management of a large volume of email communications.
- Comparable skills and experience to the list above will be considered.

Work-Life
Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.”

Salary Range: $50,000 – 65,000
