Agency Description

The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts:  the Court of Common Pleas and the Municipal Court.  The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia.  The FJD is part of the Unified Judicial System reporting in to the Pennsylvania Supreme Court of Pennsylvania.

Job Description

This is administrative and/or supervisory work in the Court Service.  An employee in this class is either responsible for independently managing a medium-sized unit, serving as an across-the-board assistant to a higher level administrator responsible for the supervision of a significant portion of a major court function; or responsible for a major nonjudicial court trail procedure.

DISTINGUISHING FEATURES:

Supervises a major facet of a Court program, service, or project. Work includes managing and directing a group of employees and is marked by high-level interaction with management, the general public, councils, boards, etc. in an advisory role.  Duties are performed with some degree of independence with some latitude for judgment.

This position will report directly to the Manager of Bail Services and Supervision. Work may include establishing a diversity and cultural competency training and education strategy for Bail Services and Supervision. Activities overseeing, organizing, and facilitating diversity education, training and case management may be required. Work may include creating/modifying/updating training materials, tracking, and monitoring process and training effectiveness, and planning, designing, and rolling out targeted training sessions for groups or individuals as dictated by area needs. This also includes reviewing existing on-line and in-person learning materials and approaches to ensure that they address our organizational vision for promoting a diverse and inclusive workforce, promoting a culture of visibility and respect, and providing high quality and equitable case management to the clients we serve, many of which face unique barriers.

As with any entity within the First Judicial District, the Pretrial Services Department may be called upon to ensure the performance of essential duties or functions as deemed so by administrative and governing bodies, which may result in an individual being available perform essential tasks during court closures and/or non-traditional hours.

Essential Functions

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned. 

  • Supervise a major facet of Court program, service, or project (e.g., population monitoring, intake functions, systems implementations, human resource services, etc.).
  • Develops policies, goals and objectives relating to a particular area of work.
  • Directs, plans, assigns, and supervises work of subordinate staff.
  • Provides work direction and training to subordinate staff.
  • Reviews work of subordinates for accuracy and completeness and evaluates employee performance.
  • Interacts with judicial staff, attorneys, and outside organizations such as Boards or Councils in an advisory role.
  • Assists clients and general public in person and via telephone.
  • Investigates complaints and issues from general public or other offices.
  • Delegates routine situations to staff and responds directly to more complex situations or complaints.
  • Prepares and collates weekly, monthly, or annual reports and drafts correspondence.
  • Prepare and track monthly statistics.
  • Utilizes personal computer and software applications for word processing, spreadsheet, and database functions to prepare documents, spreadsheets and records.
  • Plans, assigns, and reviews work of employees engaged in carrying out a particular court function.
  • Regularly reviews work procedures to ensure efficient and expeditious process of work.
  • Serves as an across-the-board assistant to a higher-level administrator; directs the activities of a segment of a major court function; develops procedures for the unit.
  • Schedule and lead monthly meetings with subordinates to ensure that policy and procedures are followed.
  • Attend other staff meetings and conferences as necessary.
  • Maintains supply and equipment inventory for office and orders supplies as needed.
  • Performs related work as required.

  • Considerable knowledge of the English language and grammar usage.
  • Considerable knowledge of supervisory methods and practices.
  • Some knowledge of the principles of procedures analysis, work simplification, and forms and records control.
  • Knowledge of the principles, standards and goals of administrative organization and management.
  • Ability to learn within a reasonable period of time the functions, policies, procedures and operations of the court unit to which assigned.
  • Ability to supervise a moderate sized group of unionized employees engaged in varied tasks.
  • Ability to represent the assigned unit in conferences and meetings with the public and private officials.

Qualifications

  1. A bachelor's degree from an accredited college or university and four years of administrative experience, two years having been at the full performance level.

                                             OR

  1. Equivalent combinations of education, training and experience providing the characteristics required to perform the essential functions of the class may substitute. 
  2. Appropriate experience in the use of personal computers and Windows software applications.
  3. After meeting minimum requirements, successful completion of a panel review and interview process.
  4. Successful completion of a criminal background investigation.
  5. Ability to perform the essential functions of the position.
  6. Covid-19 vaccination is recommended.

Salary Range: $60,748 - $67,334
