The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission, and agency.
The Philadelphia Fire Department (PFD) provides fire protection and emergency medical services (EMS) to the City of Philadelphia. We are the largest fire department in Pennsylvania, with one of the busiest EMS divisions in the country.  Members of the Fire Department fight fires, provide emergency medical treatment, and rescue people from dangerous situations. Our engines, ladders, and ambulances are housed at 63 stations across the City.
 

Job Description

Under the management of the Office of Innovation & Technology (OIT), the Principal Systems Engineer will fill a key role in offering critical IT leadership and support for the Emergency Medical Services operations within the Philadelphia Fire Department. OIT is looking for a talented and motivated team player who welcomes challenges and takes pride in making a positive impact in the field of Public Safety and Technology in the sixth-largest city in the United States while enjoying the flexible work schedule, competitive benefits, and vibrant life in the City of Brotherly Love. 

Essential Functions
This principal leadership role will play an essential part in designing, configuring, testing, implementing, administering, and troubleshooting various mission-critical solutions including but not limited to Patient Care Solutions, Ambulance Transport Billing Solutions, Records Management Solutions, Personnel Accountability Systems, and Computer Aided Dispatch. This position will serve as lead liaison and coordinator managing the needs of both the Philadelphia Fire Department and the Office of Innovation Technology and directing or overseeing the technical work of various vendors involved in previously named solutions.

Primary Responsibilities:
•    Take a principal leadership role in forward‐looking strategic planning relating to Public Safety Infrastructure and associated technology, i.e., Mobile devices.
•    Conduct HIPAA security risk assessments to monitor administrative, physical, technical, and organizational safeguards.
•    Implement security controls based on the assessments to ensure HIPPA compliance.
•    Investigate security incidents where ePHI or PHI may have been compromised. 
•    Image and configure Mobile Device Terminals operated by Emergency Medical Services using HIPAA security requirements. 
•    Provide guidance on technical solutions and new security tools to help mitigate security vulnerabilities and automate repeatable tasks. 
•    Generate comprehensive reports including assessment-based findings, outcomes, and propositions for further system security enhancement.
•    Craft operational improvements using tools for automation, monitoring, and rapid deployment. 
•    Prepare and document standard operating procedures and protocols for use and accessing network devices and workstations. 
•    Mentor/delegate work to other Systems Engineers
Competencies, Knowledge, Skills, and Abilities:
•    Strong knowledge of HIPPA law and NIST standards
•    Strong understanding of wireless technologies, including 5G/LTE
•    Ability to manage vendors.
•    Demonstrated technical leadership abilities.
•    Good organizational, communication, and team-building skills
•    Ability to work nonstandard hours including nights, weekends, and holidays when necessary.
•    Attention to detail and ability to prioritize tasks.
•    Ability to work independently with minimal supervision.
•    Detailed technical knowledge of database and operating system security
•    Hands-on experience in security systems, including firewalls, intrusion detection systems, anti-virus software, authentication systems, log management, content filtering, etc.
•    Experience with network security and networking technologies and with system, security, and network monitoring tools
•    Thorough understanding of the latest security principles, techniques, and protocols
•    Familiarity with web-related technologies (Web applications, Web Services, Service Oriented Architectures) and network/web-related protocols
•    Problem-solving skills and ability to work under pressure.
•    BS degree in Computer Science or related field ability to effectively communicate with a variety of stakeholders and the talent to convey complex technical information in a way that others can understand

Qualifications

Bachelor’s degree (B.S.) or above from a four‐year college or university in computer science or a related field desired.
•    At least 5 years of experience in the areas of solution engineering & design, asset management, change management, capacity planning, monitoring, and alerting, system security, system upgrades, patch management, enterprise backup, and recovery are required.
•    Certifications: MCSE of MCITP, VMWare Certified Professional (VCP), preferred
•    Backup and Recovery certifications are a plus

Additional Information

Salary Range: $95,000 - $110,000

Starting salary to be determined based on experience and qualifications.
