Job Description
Consistent with the strategic priorities of PPR, the Trust Fund Specialist is responsible for administering the department’s trust funds and investments. This part-time position manages all general accounting activities related to the maintenance of over 40 trust funds, and permit revenue generated online and in person. The work includes directing preparation of a variety of financial statements, analysis of accounting data used to determine revenue requirements, maintenance of accounting records and/or budgetary processes in compliance with approved policy and procedures. Communication and coordination with other City agencies, department staff and other governmental agencies is an important aspect of the work.
Essential Functions
- Responsible for maintaining all files and documents for proper retention and auditing
- Facilitate all investment and banking activity, ensuring adequate funding levels are maintained
- Maintain strong internal controls that align with standard accounting procedures
- Oversee and prepare internal statements for annual audit and ensure timely completion of the annual audit
- Initiate permit revenue transfers from online system
- Prepare Trust Fund disbursement requests and verify appropriate funding levels
- Perform monthly fund reconciliations
- Review investment accounts to ensure investment strategies are appropriate for the current environment
- Initiate Trust Fund advances to City accounts and work with PPR Fiscal team in tracking and approving City purchase orders and contracts funded by Trust Funds.
- Maintain advance accounting records to ensure activities/projects are fully funded through the City’s procurement process
- When needed establish new Trust Funds in partnership with the City’s Law department
- Manage operating and capital spending for Trust Fund projects to ensure funding accuracy
- Produce projections for capital requirements through investment purchases or redemptions
- Other appropriate duties as assigned
Competencies, Knowledge, Skills and Abilities
- Knowledge of generally accepted principles and procedures of accounting
- Strong understanding of principles and practices of financial administration, including an understanding of complex financial reports and statements
- Excellent self-direction and the ability to take ownership and drive responsibilities through to completion
- Strong work ethic and ability to strategize for effective planning
- Possesses excellent written and oral communication skills
- Possesses strong analytical skills with great attention to details
- Has excellent computer skills, including comfort with MS Office suite (Excel) and QuickBooks
- Knowledge of investment practices, policies and procedures related to trust fund management
- Clear understanding of reconciliation procedures
Work-Life
Working hours are 25-30hrs per week. Our team is currently hybrid with both virtual and in-office days.
Qualifications
- Completion of a bachelor's degree from an accredited college or university
- 5-7 years’ experience in accounting, booking keeping and/or financial transactions
- Experience with financial audits and reading and understanding investment portfolios
- Comfort with Microsoft Office Suite, QuickBooks
- Experience with MIP SAGE accounting system a plus
