The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communication technology initiatives for City government and works to increase the effectiveness of the City’s information technology infrastructure. The organization strives to make technology services accessible, innovative, and meaningful for our departmental business partners.
OIT also performs public-facing work, seeking to improve and increase citizens’ access to technology and digital literacy skills. Additionally, the agency offers an innovation service portfolio focused on developing municipal government’s capacity for creativity and innovation.

Job Description

This position will support the Office of Innovation & Technology and the implementation of the City's SmartCityPHL plan. As the Smart Infrastructure Project Manager, you will join the team responsible for enacting the City's SmartCityPHL roadmap and ensuring that its four guiding principles - locally-inspired, innovative, equitable, and collaborative - inform the work moving forward. You will work closely with the Innovation Management team at the Office of Innovation & Technology and report to the Smart City Director. 
The Smart Infrastructure Project Manager will play a supporting role, and at times a leading role, for initiatives within the SmartCityPHL portfolio. This position will work collaboratively with other team members and departments to pilot, implement and scale up projects and programs that align with the priorities of the SmartCityPHL program and the City’s digital transformation. The role will provide the Smart Infrastructure Project Manager with the opportunity to gain both operational and strategic experience as the SmartCityPHL program works to increase government efficiencies and improve quality of life for all residents. 

Essential Functions
As the Smart Infrastructure Project Manager, some of your responsibilities will include: 
    Directing all project management aspects of implementation, execution and evaluation of assigned pilots from procurement to tracking metrics, including supporting potential scale-up
    Developing, updating, and sustaining database of qualitative and quantitative metrics specific to assigned pilots
    Writing and/or coordinating award and grant applications for SmartCityPHL projects 
    Collaborating with the Smart City Director to ensure project direction aligns with SmartCityPHL principles and strategy
    Establishing and managing an internship program for the SmartCityPHL team
    Supporting budget tracking and contract negotiations of assigned projects

Qualifications

    Bachelor's Degree or equivalent experience in urban planning, computer science, engineering or related fields required; graduate degree a plus  
    Experience/knowledge of how to analyze data using R or Python
    Experience/knowledge of project management techniques
    Experience/knowledge with institutional procurement, contracting, and budget processes a plus 
    Basic knowledge of GIS-related software and technologies is a plus
 

Additional Information

Salary Not to Exceed: $76,000

Starting salary to be determined based on experience and qualifications.
