The Managing Director’s Office of Transportation, Infrastructure, and Sustainability (OTIS) is charged with driving change through Philadelphia’s transportation and infrastructure systems. OTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, Philadelphia Water Department (PWD), and the Office of Sustainability to provide cost-effective quality services with a focus on the resident. OTIS collaborates with a wide variety of organizations such as Amtrak, DVRPC, PATCO, PennDOT, and SEPTA. OTIS has led the City’s response to the passage of the Federal Bipartisan Infrastructure Law (BIL).

Job Description
We seek a highly organized and collaborative person to be the Executive Coordinator for Infrastructure Strategy for the City of Philadelphia. The Executive Coordinator will be a key part of the City’s Infrastructure Solutions Team (IST), a cross-departmental working group made up of leaders and experts in infrastructure, project implementation, procurement, disadvantaged business development, workforce development and labor. The Executive Coordinator will report to the City’s Director of Federal Infrastructure Strategy and help organize and support the IST and to assure that Philadelphia is able to capitalize on more than a billion dollars of expected spending on infrastructure that has been enabled by the Bipartisan Infrastructure Law.

Philadelphians and will understand the important role that infrastructure and governmental systems play in that.
Work-Life
Working hours are typically 9AM-5PM Monday through Friday, for a total of approximately 37.5 hours per week. However some meetings or work obligations may occur outside of those hours and may occasionally exceed 37.5 per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired. OTIS is a highly collaborative and engaged office environment, with a focus on caring for our teammates as well as for the programs and projects we work on and the communities we serve.
Examples of Important and Essential Duties:
Support the work of the Infrastructure Solutions Team
- Track the work products, projects and outcomes of the IST and share those results with key stakeholders.
- Support accountability for team members and coordinate closely with the Director of Federal Infrastructure Strategy to attain deliverables
- Provide critical thinking skills on the organization, function, focus, and outcomes of the IST and provide constructive feedback to IST leadership and members
- Support tracking of financial projections in coordination with the Infrastructure Grants Manager on overall capital infrastructure strategy, project portfolio, and capital budget match
- Prepare schedules and agendas for IST meetings and related working groups. Support group logistics as needed.
- Develop positive relationships internally and externally to the City and present the efforts of IST professionally
Assist the Director of Federal Infrastructure Strategy
- Work directly with the Director of Federal Infrastructure Strategy to support all aspects of her work
- Oversee scheduling and logistics for Director including setting up and organizing meetings, making occasional travel arrangements, etc.
- Organize and prepare for meetings including gathering documents and developing agendas
- Attend meetings and take minutes including capturing action items, deadlines, and tasks
- Develop and manage tools to track project progress and stay organized
- Communicate with agency partners and key stakeholders, both internal and external to government on behalf of the Director or the IST
- Keep the Director advised of time-sensitive and priority issues, ensuring appropriate follow up
Communicate the efforts of the Infrastructure Solutions Team
- Compose and prepare letters and talking points related to routine correspondence
- Prepare graphic materials including PowerPoint presentations
- Develop outreach materials for and regularly communicate with BIPOC owned workers, business owners, or business associations
- Support outreach and interactions between the City and legislative offices at the Federal, state, and local level on infrastructure projects and funding.
- Receive and share constructive feedback from team and external stakeholders on the work of the IST.
This position reports to the Director of Federal Infrastructure Strategy and will regularly interact with the Deputy Managing Director for Transportation, Infrastructure and Sustainability as well as the Director of Policy and Strategic Initiatives and members of the Mayor’s Policy Office.
Qualifications
- Education: A Bachelor’s degree from an accredited college or university, preferably in public policy, government affairs, psychology, sociology, geography, political science, communications, economics, or another social science field. An Associate’s degree plus at least 2 years professional experience can substitute for a Bachelor’s degree.
- Experience:
o One to three years professional experience in the government or nonprofit sector or related fields is required.
o Relevant experience coordinating multi-stakeholder projects and managing relationships is strongly preferred
o Professional experience including workforce development, job readiness and placement is preferred
- Familiarity or prior work in public policy, urban planning, government administration, qualitative research, racial justice, and/or program evaluation are also desirable.

- Excellent communicator: Ability to communicate articulately and convincingly across different formats - written, verbal, visual, etc. and for various audiences and cultivate effective communication among team members.
- Broad-spectrum: Knowledgeable about how government systems are interrelated and impact the day-to-day lives of Philadelphia residents.
- Empathetic: Open to listening to what constraints different stakeholders bring to the work and commitment to collaborate across different fields
- Curious: Ability to practice active listening, ask questions to get at the root of a problem, be open to receiving/giving constructive feedback, and have a sincere interest in learning new skills or growing old ones.
- Commitment to equity: Strong commitment to racial equity and demonstrated ability to center the experiences of BIPOC individuals in work environments
- Ability to operate a personal computer and use standard office software.
