Agency Description

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

The Office of Recovery and Grants oversees supports the pursuit of grants that align with the Mayor’s priorities and increase the federal, state, and philanthropic funding that is available to the City and to agencies and organizations that benefit the City. Additionally, the office supports City agencies and departments in their applications for grants and in their management of grant funding to ensure compliance with grant guidelines and fiscal policies.

Job Description

With support from colleagues in the Office of Recovery and Grants, Grants Accounting, and key staff in operating departments, the Chief Development Officer oversees coordinated pursuit of the City’s federal, state, and philanthropic funding, supports departments in applying for competitive grant opportunities, and implements training and process improvements to the City’s grants management practices.

The position will work remotely with an option for a hybrid schedule

Essential Functions

  • Coordinate with the Mayor’s Policy Office and the Director of Finance to develop and implement the City’s fundraising strategy 
  • Assist departments to actively pursue grant opportunities that align with the mayor’s goals and bringing in resources to support implementation of promising, proven or innovative programs
  • Serve as lead point of contact with the Mayor’s Fund and other internal and external stakeholders related to grants and private contributions 
  • Research competitive funding opportunities from federal, state, and philanthropic sources, conducting outreach to prospective donors as needed
  • Develop and maintain a system to track funding opportunities and funder outreach 
  • Collaborate with City departments to review and prioritize funding opportunities
  • Assess funding opportunities for potential risks including but not limited to match requirements and administrative burden
  • Work with City staff and partners to develop compelling, feasible projects and opportunities for donors to invest in 
  • Assist with grant-writing and development of donor requests 
  • Manage donor relationships and serve as the primary point of contact for current and prospective donors 
  • Work with other Finance and Administration staff to track funding commitments,
  • Develop and implement policies and procedures related to the grant-seeking function
  • Coordinate with the Chief Grants Compliance Officer for full grant life-cycle management

Competencies, Knowledge, Skills and Abilities

  • Experience with grant writing
  • Familiarity with federal and state funding cycles, systems and processes preferred, but not required
  • Experience working within government and with elected officials, constituents, and advocacy organizations preferred, but not required
  • Ability to work independently and with a team to achieve goals
  • Ability to problem-solve and think creatively to produce solutions
  • Proven track record in establishing and sustaining collaborative and effective working relationships with leadership, direct supervisor(s), peers, staff, consultants, service providers, and vendors
  • Ability to communicate effectively – verbally and in writing – with a variety of stakeholders
  • Strong public presentation skills and experience, strategic thinking, and high professional ethics
  • Experience identifying relevant performance and outcome metrics and using the information for improvement and evaluation purposes

Qualifications

  • Bachelor’s degree required, Master’s degree in related field preferred
  • 5 years of fund development or grant writing experience, preferably within a governmental agency
  • Additional years of highly relevant experience may be substituted for the educational requirement

Additional Information

Salary Range: $95,000 - $105,000
