Agency Description

The Philadelphia Department of Planning and Development acts to coordinate the City’s planning, zoning, housing, and development functions to promote the economic health of all of Philadelphia’s neighborhoods and the city as a whole.

The Division of Development Services, located within the Department of Planning and Development, works to educate the public and private development community on the approval process for City Departments, Boards and Commissions.  Development Services also works to resolve unique development issues or conflicting direction from different Departments, Boards and Commissions.  Development Services staff also work with other City departments and quasi-governmental entities to develop publicly owned, or public spaces throughout the City.

Job Description

The Senior Policy Analyst is a management support role applying policy research, data analysis, strategic planning, and project management skills to various assignments for the Department of Planning and Development with oversight from the Deputy Director of Development Services.  This position functions to provide support to both the Division of Development Services as well as the entire Department of Planning and Development. 

Essential Functions

  • Assist the Deputy Director of Development Services in interfacing with developers and city agencies on zoning, planning, and permitting concerns;
  • Communicate with City Council offices and city agencies about the development priorities and policy position of the Department of Planning and Development;
  • Monitor potential legislative, permitting, and planning issues that could impact development project and policy priorities;
  • Collaborate with the Department of Planning and Development staff and other city agencies to ensure consistency of development projects with the comprehensive plan, zoning, and community needs;
  • Draft legislation, talking points, and policy statements related to real estate development;
  • Provide geospatial, quantitative, and qualitative data analysis on development issues;
  • Create documents and graphics concerning real estate development initiatives, city code issues, and permitting requirements;
  • Understand and utilize the Philadelphia’s development process in order to implement complex real estate development projects, and improve planning, zoning, and permitting procedures;
  • Work with senior staff in the Department of Planning and Development to create and implement policies concerning planning, zoning, and permitting for real estate development initiatives;
  • Research and interpret the city’s zoning code language to developers and residents using various methods;
  • Other duties as assigned.

Competencies, Knowledge, Skills and Abilities

Excellent written and verbal communication skills; Proficiency with Microsoft Office and graphical/mapping software such as ArcGIS, Pictometry, or Parcel Explorer; familiarity with concepts of the Philadelphia Zoning Code; a positive attitude and desire to learn about the City’s efforts to encourage real estate development and undertake any assignments geared toward meeting the City’s goal no matter how big or small.

Qualifications

Education:

Completion of a bachelor’s degree program at an accredited college or university with major course work in economics, public administration, urban studies, or a closely related field.

Experience:

Four years of experience in economic development project planning or monitoring.

OR

An equivalent combination of education and experience deemed acceptable by the Deputy Director of Development Services.

Salary Range: $60,000 - $70,000
