The Office of Transportation, Infrastructure, & Sustainability (OTIS) directs the policies and practices that improve the quality of life in Philadelphia’s diverse communities through safe and sustainable infrastructure. The OTIS portfolio includes the Department of Streets, the Water Department, the Office of Sustainability, and the Office of Complete Streets.
Job Description
Managing relationships across professional disciplines for large, complex capital projects is critical to successfully deliver bipartisan Infrastructure & Investments Job Act funded projects. Much of this Federal infrastructure funding will become available to the OTIS portfolio departments - the Streets Department and the Office of Complete Streets, the Philadelphia Water Department, and the Office of Sustainability. The suite of projects will include transportation, energy and power, broadband, water, resiliency, and environmental remediation. This position will also integrate City infrastructure priorities into outside agency projects.
While it is expected that many infrastructure projects would be led by departments within the OTIS portfolio, coordination with other City departments and agencies is anticipated where synergies can be achieved (eg, Parks and Recreation, Office of Emergency Management, Mayor’s Grants Office, Commerce, SEPTA, etc.). OTIS seeks an Infrastructure Coordination Manager to support the portfolio departments in delivering complex projects well, on time, and within budget. This would include convening City and external agency partners, anticipating potential bottlenecks, and identifying and supporting potential efficiencies that may require some improvements to OTIS portfolio processes and communication tools. To understand the scale of potential projects, infrastructure coordination could be required on projects such as the Reconnecting communities projects focused on the Vine Street Expressway and Roosevelt Boulevard Expressway, the multi-agency Lower South Infrastructure Resiliency Roadmap collaborative, projects that combine green stormwater management and complete streets designs similar to the recently completed American Street or the planned Spring Garden Street Connector project, and the $100M+ scattered-site GREAT (Green, Resilient, Equitable, Accessible, Transformative) Streets project , which is being submitted for a federal RAISE grant. Some support on existing projects, such as the I-95 Reconstruction Project , may also be required.

Responsibilities include:
- Support the work of the Director of Infrastructure Support Services, the Director of Policy and Strategic Initiatives, and the Special Advisor for Infrastructure in aligning partners, projects, and priorities for the portfolio of IIJA funded projects.
- Consult with OTIS’s Infrastructure Grants Manager and Mayor’s Grants Office on convening the appropriate departments, and units within those departments, on grant application coordination – both within and external to the OTIS portfolio.
- Participate in existing, regularly scheduled, and project-specific meetings, as appropriate, to build an understanding of current and planned initiatives, as well as opportunities for process and communication improvements. Examples of meetings include the Committee of Highway Supervisors, the Flood Risk Management Task Force, Hazard Mitigation Steering Committee, monthly Streets-PWD coordination meetings, etc.
- Include operations and maintenance staff in conversations early on in project planning and selection to best account for their needs. Offer planning support to operations and maintenance staff, as appropriate, on cross-departmental initiatives.
- Lead special projects related to work within the public right-of-way, as needed (eg., updating the freight policy, planning, and network).
- Convene and facilitate cross-departmental, infrastructure-related meetings on major projects, including agenda setting, preparing meeting minutes, documenting action items, and working with departments to ensure action items are completed.
- Work with OTIS portfolio department project managers to ensure deadlines are being met; work with departments to adjust schedules and targets if/as financing needs change.
- Serve as point of contact on cross-departmental projects to ensure team actions remain aligned.
- Communicate to OTIS leadership team that projects are on track and remain in alignment with Administration goals and objectives.
The position requires a general understanding of:
- The Federal, state, and local funding opportunities available to support infrastructure improvement projects across the OTIS cluster;
- The public right-of-way improvement synergies that could exist across departments to submit a competitive federal grant application for “complete” projects that would delivery across infrastructure disciplines (eg, traffic signalization, green stormwater infrastructure, bicycle lanes, lead service lateral replacement);
- Relevant policy, planning, and/or compliance documents prepared by OTIS portfolio departments, including but not limited to: Greenworks; CONNECT; Vision Zero; Philadelphia Transit Plan; and Green City, Clean Waters;
- Relevant policy and/or planning documents prepared by City departments external to OTIS, such as the Planning Commission’s Philadelphia2035 and District plans, and the Office of Emergency Management’s Hazard Mitigation Plan, etc;
- Relevant work prepared by others, such as the Delaware Valley Regional Planning Commission’s Transportation Improvement Program and SEPTA’s strategic plans for Bus Revolution, SEPTA Metro, Regional Rail, and Trolley Modernization.
- Upon hire, learning about existing partially designed or funded projects within the OTIS portfolio that could be competitive for federal funding, or where there could be opportunities to make those partial projects more competitive.

Essential Functions
- Build and maintain relationships with the various City operating departments that manage City assets.
- Provide leadership on developing a culture around the importance of cross-departmental coordination.
- Coordinate efforts, and provide support as appropriate, to deliver complex OTIS cluster-led projects.
- Work with OTIS’s Infrastructure Grants Manager, as required to identify, apply for, and administer cross-departmental, federally funded grant projects.
Qualifications
- Strong organizational, communication, planning, and interpersonal skills are required.
- Master’s degree preferred but not required.
- A minimum of 7 years of relevant planning experience.

- Ability to multi-task and to work with complex client requirements.
- Ability to work in a team-oriented environment and individually.
- Excellent organizational, written, and oral communication skills.
