Agency Description

The Philadelphia Streets Department and the divisions within it are responsible for the City's vast network of streets and roadways. Included among many duties are the ongoing collection and disposal of residential trash and recyclables, as well as the construction, cleanliness and maintenance of our entire street system.  

The Streets Department's mission is to provide clean, green, and safe streets in a cost-effective and efficient manner. The department delivers a number of City services that are critical to maintaining the public health and safety in our communities. These essential services include, but are not limited to, curbside trash and recycling collection, maintaining all traffic control devices and street lighting, the construction and maintenance of 320 bridges and 2,525 miles of streets and highways and snow and ice removal. 

Job Description

The Trails & Transportation Program Manager is a position within the Transportation Planning and Analysis Unit of Philadelphia’s Streets Department. The Manager is a direct report to the Director of Transportation Planning and Analysis.

This position includes overseeing implementation of the city-wide trail network by coordinating with:

  • The Department of Streets Transportation Engineering Division personnel, including but not limited to the Survey, Design, and Construction Unit and Traffic Engineering Unit;
  • The Philadelphia Parks & Recreation (PPR) Deputy Commissioner for Capital, Infrastructure, & Natural Lands and Deputy Commissioner of Operations on all trail matters, including grant funding requests, capital budget requests, right-of-way acquisition, planning, design, construction phases, and maintenance plans;
  • PennDOT, DVRPC, and design consultants in order to coordinate reviews and obtain necessary approvals during design phase and to let the project through PennDOT’s ECMS;
  • The budget and finance staff of both operating departments to ensure funds are allocated properly to each project and bidding, and that the award and procurement processes are managed efficiently;
  • The Law Department to oversee right-of-way acquisition;
  • The Planning Commission to ensure that the Trail Master Plan is updated accordingly, and decisions are reflected in the appropriate City plans; and     
  • Non-profit partners Community members, and City Council for implementation of trail projects.

Specific duties include project management and implementation of the city-wide trail system from acquisition, feasibility, and planning stages to final design, bidding, and into construction management. Coordination with several Federal, State, Regional and City departments and agencies is key to the position, including: the Federal Highway Administration, Environmental Protection Agency, National Park Service, US Army Corps of Engineers, Pennsylvania Department of Transportation, Pennsylvania Department of Conservation and Natural Resources, Pennsylvania Historical and Museum Commission, Pennsylvania Department of Environmental Protection, Delaware Valley Regional Planning Commission, and the Philadelphia Water Department and Planning Commission.

Coordination with neighboring Philadelphia counties is crucial as the building of the trail network is regional (Montgomery, Delaware, and Bucks Counties). Coordination with area non-profits is also required, including, but not limited to: the Bicycle Coalition of Greater Philadelphia, Schuylkill River Development Corporation, Delaware River Waterfront Corporation, Riverfront North Partnership, East Coast Greenway Alliance, Schuylkill River Heritage Area, Manayunk Development Corporation, Clean Air Council, Tookany-Tacony Frankford Watershed Partnership, Friends of Cresheim Trail, and Friends of the Wissahickon and others.

The position requires full knowledge of the trail network in Philadelphia and the ability to manage consultants and non-profit partners.

Other key responsibilities include:

  • Project Management.  The Manager will:  1) assist in the development of project management tools to aid in project status reporting; 2) document standards of practice for management of City and PennDOT ECMS projects; and 3) develop components of a Project Management Training Program based on case studies and seeking professional expertise.        
  • Property Acquisition Support: The Manager will coordinate acquisition of right-of-way/real estate in order to facilitate trail alignment.
  • Section 106.  Coordinate with Philadelphia Parks and Recreation to achieve Section 106 compliance for projects and resources. This includes managing any mitigation projects that result from adverse effect findings by Federal and State Cultural Resource Professionals. The Manager coordinates with members of the Philadelphia Historical Commission, City Planning Commission, FHWA, PennDOT, and the PA SHPO on matters pertaining to historic preservation and communicates to appropriate PPR and Streets Department staff when action is needed.
  • Grant Administration.   The Manager will work with the operating departments and the Philadelphia Planning Commission to identify, apply for, and administer grant opportunities for multi-modal projects. The
  • Project Development.  The Manager will: 1) work with operating department staff to establish project costing; 2) work with operating department staff to develop maintenance costs for new trail assets; and 3) identify typical design challenges for trail projects and prepare the the design and construction teams accordingly.

Essential Functions

  • Coordinate efforts of a variety of agencies toward achieving the completion of the Philadelphia city-wide trail network.
  • Coordinate specifically with senior leadership at the Streets Department and PPR on the city-wide trail program.
  • Manage trails in coordination with PennDOT’s long-range I-95 Revive project.
  • Manage trail planning and design consultants.
  • Provide leadership on trails and historic preservation (Section 106) for Streets and all partner all agencies.
  • Write successful grant applications and manage grants from award to close out.

Competencies, Knowledge, Skills and Abilities

  • Trail and Active Transportation Literacy.  Knowledge of trail design standards, right-of-way clearance process, FHWA/PennDOT/DVRPC requirements, including Section 106 clearance and PennDOT’s ECMS. 
  • Systems Thinking.  Knowledge of and demonstrated experience in working and making change within a large institution like the City of Philadelphia. 
  • Planning and Evaluating.  Organizes work, sets priorities, and determines resource requirements; determines short- and long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Written Communication.  Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Oral Communication.  Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.

Qualifications

  • Bachelor’s Degree in planning, real estate, environmental studies, engineering, landscape architecture or a combination of education, training, and experience that provides a suitable background required to perform the work described.
  • Master’s degree preferred but not required.
  • A minimum of seven (7) years of relevant planning experience.
  • Preferred candidate will have experience in grant writing and administration, real estate acquisition, and public engagement.
