Agency Description

The Managing Director’s Office of Transportation, Infrastructure, and Sustainability (OTIS) is charged with driving change through our transportation and infrastructure systems. OTIS staff are a diverse and passionate group who promote innovation through transportation and infrastructure projects while keeping a core focus on racial and economic equity.  OTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, Philadelphia Water Department (PWD), and the Office of Sustainability to provide cost-effective quality services with a focus on the resident. OTIS is also the lead agency for the planning, implementation and program management of the Indego Bike Share Program.  In addition, OTIS collaborates with organizations such as Amtrak, DVRPC, Philadelphia City Planning Commission, Commerce Department, Department of Public Property, PATCO, PennDOT, Philadelphia International Airport, Philadelphia Regional Port Authority, Philadelphia Parks and Recreation, Philadelphia Police Department, School District of Philadelphia, SEPTA. Job Description

In Philadelphia, where a majority of students walk, bike, or take public transit to school, safe transportation skills are essential to kids’ health and wellbeing. The City of Philadelphia is committed to providing access to quality traffic safety education to Philadelphia children and families. Safe Routes Philly (SRP) is Philadelphia’s youth transportation safety education program.  In 2021 the City of Philadelphia launched new SRP curriculum, branding, digital and print resources for educators, children, and families.

The Safe Routes Philly Coordinator is an integral part of the OTIS team and Vision Zero efforts. The Safe Routes Philly Coordinator leads transportation safety education programs including Safe Routes Philly and Vision Zero Youth Ambassador program. The Coordinator develops and maintains partnerships with individual schools, children and families, and partner agencies like the School District of Philadelphia. The Coordinator leads a train-the-trainer model reach the goal of implementing traffic safety education in 25% of Philadelphia elementary schools by 2025.

Essential Functions include but are not limited to:

Safe Routes Philly Program Implementation

  • Lead SRP program implementation in collaboration with School District of Philadelphia, reaching 25% of Philadelphia elementary schools by 2025
  • Coordinate school outreach and train-the-trainer engagement with school communities
  • Support educators to implement SRP curriculum in the classroom and in out of school settings
  • Track program implementation and record metrics of SRP program adoption
  • Evaluate SRP effectiveness through educator surveys and incorporate changes for continual program improvement
  • Conduct trainings, presentations, and professional development seminars about transportation safety education programs for schools and communities
  • Support school communities to produce annual and semi-annual traffic safety Bike to School/Walk to School Day events
  • Support school communities to develop and grow weekly traffic safety programs including walking school buses
  • Develop and maintain partnerships with traffic safety champions in a wide range of settings including schools, out of school time programs, community and non-profit organizations, parent and caregiver groups, and educator groups
  • Develop new curriculum and outreach materials for educators, students, and families related to transportation safety including a Vision Zero Youth Ambassador program for high school students
  • Coordinate all program communications, including digital and print media such as social media content development, blog posts, newsletters, and outreach materials; collaborate with other City departments to update and maintain SRP pages on phila.gov

Grants Administration

  • Create monthly and/or quarterly reports for grant funded work
  • Collaborate on new grant proposals for traffic safety education programs and initiatives
  • Manage grant-funded deliverables including budgets and consultant teams to develop curriculum, digital content, and other aspects of transportation safety education
  • Administer City processes and contracting, including RFP processes, invoicing, and contract management

Transportation Education Strategy

  • Research and innovate new strategies for implementing Safe Routes to School in urban communities including continual improvement of developing and meeting equity goals
  • Collaborate with OTIS team members to analyze data (crash data, demographic data) to identify data-driven program need and equitable approaches for program implementation
  • Liaise with peer cities in program development; identify new strategies to integrate Safe Routes to School and Vision Zero
  • Develop and maintain collaborative relationship with the School District of Philadelphia, the Office of Children and Families, and Community Schools Teams
  • Represent Philadelphia at state-wide, regional, and national conferences and seminars
  • Participate in the Vision Zero Safe People Subcommittee and identify strategic ways of amplifying SRP and Vision Zero to members from internal and external agencies
  • Support partner agencies to determine and implement best practices for School Crossing Guard program

This position is located in the Office of Complete Streets within OTIS and reports to the Deputy Director of Complete Streets. This is a grant-funded position, and consistent renewal of the grant is anticipated.

Qualifications

  • Bachelor’s degree in education, public health, sociology, or related field
  • 2-3 years of professional experience
  • Project coordination and community engagement experience

  • Experience with program evaluation or data analysis
  • Familiarity with Adobe Creative Suite and/or graphics programs, such as Canva is a plus
  • PA teaching certification is a plus
  • Spanish language fluency is a plus

Skills and Abilities

  • Strong communication skills, including public speaking and writing
  • Experience in K-12 education, curriculum/program development and training/facilitation
  • Culturally aware and comfortable working with diverse populations and stakeholders across Philadelphia
  • Relationship-oriented; willingness and ability to develop and maintain stakeholder relationships
  • Experience with program monitoring and evaluation
  • Creative problem solver who is able to build consensus for solutions
  • Organized, with project management skills and meeting facilitation experience
  • Ability to successfully navigate complex organizational environments and structures
  • Willingness and ability to attend in-person and virtual meetings with stakeholders across Philadelphia
  • Experience working with community organizations to reach broader goals
  • Vision for creative marketing and community engagement around transportation safety
  • Willingness to use public transportation, bicycles, and walking as modes of travel
  • Proficiency with Microsoft Word, Excel, and PowerPoint
  • Available to work nights and weekends as needed
  • Second language a plus

Salary Range: $55,000 - $70,000
