Agency Description

The Mayor’s Office of Civic Engagement and Volunteer Service (MOCEVS) is committed to increasing long term, sustainable civic engagement throughout the city. To support this goal, we offer a variety of training opportunities for community members, nonprofit partners and City agencies. In addition, we support internal and cross-sector convening and collaboration to reduce silos and increase efficiency and efficacy of engagement and volunteer programs and tactics. MOCEVS is housed within the Mayor’s Office of Public Engagement.

Job Description

The Deputy Service Officer will work closely with the Chief Service Officer to lead efforts and initiatives, manage programs, and leverage partnerships within City government and community partners, to increase volunteerism and help City leaders strategically and equitably engage with the community to achieve policy objectives.

The Deputy Service Officer will serve as a thought partner to the Chief Service Officer in creating robust systems to advance the mission of the office.  They will also support and build capacity for the program directors and managers and lead day-to-day office operations.  Ultimately, the Deputy Service Officer will maintain the knowledge-base and commitment to the MOCEVS culture to be able to act as a proxy for the Chief Service Officer.

Essential Functions

Strategy

  • Serves as thought partner to the Chief Service Officer in strategic planning, and aid in implementation and operations of program
  • Supports office-wide programs through strategic connections to internal and external stakeholders
  • Develops and maintains a deep knowledge and understanding of complex networks within City government
  • Identifies and fosters collaboration with City departments and external partners
  • Supports data manager in tracking overall metrics for the office

Communication

  • Manages communication with internal and external program partners, including representing the program within local, state, and national coalitions.
  • Supports the Chief Service Officer in communicating with funders and key stakeholders
  • Convenes and support various diverse coalitions
  • Promotes the strong culture of equitable engagement and service throughout communications across various groups
  • Works with and supports the office and communications manager within MOCEVS to ensure that messaging is strategic and consistent

Project management

  • Supports program directors in managing spending and budgets
  • Aids in reporting for federal and private grants
  • Develops and oversee logistics for large scale events
  • Ensures consistent messaging and quality of work across programs and initiatives
  • Takes on urgent tasks and projects, delegates effectively, and holds others accountable to deadlines and deliverables
  • Manages a variety of short and long-term, cross-organizational projects

Leadership

  • Is responsible for functioning as high-level leadership over manager and director level staff in MOCEVS
  • Provide one on one support to all MOCEVS staff members
  • Serves as an integrator, creating cohesion and alignment between and among programs and personnel
  • Work with the Chief Service Officer to set strategic priorities, identify areas where leaders should direct their focus, implement and track metrics for success. Revisit metrics regularly and evaluate progress against them
  • Build capacity for program directors and managers by providing strategic guidance, supporting program needs, anticipating needs and solving problems
  • Develop vision for and oversee ongoing training, professional development, and retreats for MOCEVS staff members to promote a positive and inclusive work environment

  • Action oriented; an individual not afraid to roll up their sleeves and get into the details of the operation
  • Ability to operationalize a shared vision
  • Excellent time management skills with capacity to work simultaneously on multiple tasks and projects and deliver on deadline
  • Comfort working with data and digital systems

Qualifications

  • 7+ years experience with staff/team management
  • Experience managing managers
  • 7 years experience in community engagement/organizing
  • Experience building and managing coalitions
  • Program management experience, managing AmeriCorps programs in government or nonprofit settings is a plus
  • Experience launching and managing new programs. We’re looking for someone who can proactively anticipate and consistently overcome the challenges that come with quickly launching a large scale program.
  • Relationship management experience, preferably collaborating with low wealth and multicultural communities. We’re looking for someone who can build authentic, long term relationships across lines of difference, like race, ethnicity, gender identity, sexual orientation, class, ability, citizenship status and other identities.
  • Understanding of diversity, equity and inclusion principles, preferably with experience advancing equitable program outcomes. We’re looking for someone who can identify ways in which identity and power show up in our work, as well as demonstrate continuous growth by creating opportunities for evaluation and reflection.
  • Ability to manage program finances and submit grant reports
  • Experience recruiting AmeriCorps members or volunteers with ability to design and implement innovative recruitment strategies
  • Experience training and developing large groups of diverse individuals

Salary Range: $80,000
