Agency Description

The mission of the Office of Homeless Services (OHS) is to make homelessness rare, brief, and non-recurring. OHS works collaboratively with a broad-based network of public and private providers focused on utilizing practices that are informed by data, honor the different perspectives of all stakeholders, and are trauma-informed. OHS works to maximize resources while monitoring emerging trends, tracking progress, and shifting priorities as needed. 

OHS is the Collaborative Applicant for the Philadelphia Continuum of Care (CoC), and is located within the Health and Human Services Cabinet, which includes the Departments of Behavioral Health and Intellectual disAbility Services (DBHIDS), Human Services (DHS), Mayor’s Office of Community Empowerment and Opportunity, and Public Health (DPH).

The Training Specialist will take the lead on providing learning opportunities through a variety of modalities for Shelter and Housing Providers CoC & the OHS staff that serve them. The Training Specialist assists the Training unit in carrying out various duties in order to create a learning culture for the Continuum.

Job Description

The Training Specialist is responsible for and will report to the Director of Training.

Essential Functions

  • Create instructional materials including but not limited to e-learnings, simulations, audio, video, assessments, reference materials, and other learning activities using knowledge of adult learning and authoring tools such as Articulate 360/Storyline or Adobe Captivate/Captivate Prime, Microsoft Office (PowerPoint, Word), and standard audio and video editing
  • Assist with the analysis, design, development, implementation, and evaluation of the training throughout the provider network
  • Develop variety of core competency trainings included, but not limited to domestic violence, LGBTQ inclusivity, motivational interviewing, mental health, etc.
  • Trains Providers & OHS staff on policies, procedures, privacy and confidentiality processes to ensure programs meet regulatory guidelines and compliance
  • Assist with other training on an as needed basis.
  • Provide on-going support to Providers onsite and at provider locations on an on­going basis by:
  • Conducting refresher courses and office hour sessions on an as needed basis.
  • Meet with agencies to improve efficiency of data entry practices, discuss policies/procedures; give demonstrations and provide supplemental learning opportunities
  • Respond to technical assistance questions from OHS staff and service providers in a timely manner via phone, email, and onsite support.
  • Request escalation of issues that require vendor support through the HMIS team in accordance with the protocols outlined in the Service Level Agreement.
  • Remain current on all HUD data element and definition updates & policy shifts, HMIS reports (including Housing Inventory Chart, Point in Time Count, Annual Performance Review, and Annual Homeless Assessment Report), updates to software and privacy policies.
  • Assist in production of high-quality written documents and communications in alignment with HUD policy, regulation, and guidance.

Competencies, Knowledge, Skills and Abilities

  • Knowledge of adult learning principles, including how to apply them in the design process
  • Strong knowledge of learning and instructional design methodologies and experience in eLearning development software (i.e. Captivate, Storyline, etc.)
  • Proficiency with learning management systems (LMS) and knowledge of principles, practices, and methods of teaching.
  • Ability to develop professional relationships and provide support in a professional, courteous manner.
  • Excellent verbal and written communication skills.
  • Excellent administrative skills and familiarity with MS Office Suite.
  • Great problem-solving skills and the ability to respond well under pressure in a busy environment.
  • Ability to work independently with limited supervision and as a team player.
  • Must live inside of Philadelphia city limits or relocate within six (6) months of hire.

Qualifications

Bachelor’s degree required; Master’s degree preferred. Preferred: BS, MS or higher degree in structional design, education and familiarity with HMIS; or an equivalent combination of education and experience deemed to be adequate.

Salary Range: $60,000 - $65,000
