The Office of Children and Families (OCF) aligns the City’s policies, resources, and services for children and families. Our priorities are:

OCF administers a number of City-supported programs, including Out-of-School Time, WorkReady, Community Schools, PHLpreK, and Access Centers. The office also oversees the Department of Human Services (DHS), Philadelphia Parks & Recreation, and the Free Library of Philadelphia.
Our office works to improve outcomes for all Philadelphia children and families.
The Adult Education division is embedded in OCF and oversees the City’s planning and investments in adult education. Adult Education seeks to ensure adults have equitable access to the foundational educational opportunities and programs needed to accomplish their education, career, family, and civic goals. Adult Education includes adults 16 years and older who need to support in reading, writing, or math skills for further education and training, and/or who are not native English speakers/writers and/or who have not completed high school.
Programs and services include (or to be included):
· myPLACE - A centralized intake, assessment and referral city-wide system connecting low-skill adults to opportunities for improving basic academic skills, English language proficiency and digital fluency needed to access meaningful career opportunities. With 5 Campuses and a network of 32 partner organizations across Philadelphia, myPLACE has an extensive reach in all neighborhoods of the city.
· Funding for community-based providers to offer additional adult literacy classes that include: High School Equivalency (GED, HiSET preparation), and i-Pathways; High School Credit, Early School Leavers Transition Program; Basic skills review; English as a Second Language, and citizenship preparation; Literacy tutoring, volunteer literacy tutor training. This includes funding to support adult education services in Community Schools.
· Digital Literacy: Developing and supporting the next iteration of Public Computing Centers. This is a network of computer labs throughout Philadelphia, promoting digital skills and providing numerous communities with free access to the Internet. Public computing centers offer open hours, trainings and programs, and other digital skills opportunities.
· Workforce: Connecting, informing and be a key representative around existing and future workforce effort in the city.
Job Description
The Professional Development and Training Manager will be a key member of a small closely-knit team that will work in collaboration with public and private partners throughout the city to make a lasting difference for the benefit of the city's and resident's growth and prosperity.
The job of the Professional Development and Training Manager is done for the purpose of supporting capacity-building for adult education providers with the goal of improving program quality. Capacity building activities encompass anything that enables an organization (or team) to do its job better. It optimizes the ability of individuals, organizations, communities, and systems to achieve a positive impact on those they serve.
Working in coordination and collaboration with system-level partners such as the Pennsylvania Department of Education (PDE) and the Philadelphia Adult Literacy Alliance (PALA) as well as individual adult education providers across the city, this position will be responsible for the development and implementation of capacity building plans. Initial components include professional development and training focused on the financial, leadership, program quality, digital readiness, and technical needs of programs.
Essential Functions
General Functions
- Leads the development of a capacity building framework and roadmap
- Provides oversight, strategic direction, and definition of organizational capacity building project activities
- Establishes and implements a system to ensure quality of local organizational capacity building activities
- Sets benchmarks to demonstrate increased organizational management, governance, financial management and/or technical capacity
Professional Development and Training
· Identifies program practices and training needs; and, in consultation with key stakeholders including program managers, instructors, learners and advocates, establishes immediate and long-range training priorities
· Plans, develops, organizes, and implements a comprehensive development and training plan
· Ability to design and deliver trainings to meet specific needs
· As necessary coordinates appropriate trainers (internal and outsourced) to provide trainings that cannot be offered in-house. This includes developing RFPs to source qualified trainers and facilitators.
· Development of training calendar ensuring coordination with and integration of existing trainings offered by other stakeholders
· Develops system to collect and share training resources with the targeted participants
· Responsible for client registration for workshops and training sessions; confirms attendance via confirmation letter or e-mail
· Maintains registration/attendance records to prepare reports and studies on training programs and activities; assesses the success and/or failure of such programs
· Works with marketing and communications staff to advertise professional development offerings and attract participants. Includes creating informational materials including training descriptions, course catalogues, training calendars, and email and newsletter notices.
· Manages the development and supports the implementation of an annual conference

Qualifications
- Master’s degree in related field and three years of experience in training and development OR Bachelor’s degree and four years’ experience in training and development.
- Knowledge of adult education
- Thorough knowledge of principles and practices of training and development methods and techniques.
- Extensive knowledge of functional program areas to which position is assigned.
- Considerable knowledge in methods to identify training needs, reporting, and evaluating results of needs assessments, and analyzing performance problems.
- Considerable ability to identify training needs and plan, organize and coordinate training programs to meet those needs.
- Some ability to apply basic evaluation techniques.
- Considerable ability to work effectively with individuals, groups, and various units within the organization, including management, to carry out goals of the training function.
- Ability to prepare both routine and analytical reports.
Ability to exercise judgment, make decisions, establish professional contacts, and organize time with minimal supervision
Additional Information
SALARY: $80,000 / year
NOTE - As a condition of employment with the City of Philadelphia, employees starting employment on or after September 1, 2021 must be vaccinated.
