Agency descriptions

There are two City of Philadelphia agencies working together to lead the Equitable Community Engagement Toolkit project. (See description of the Toolkit project in the below “position summary” section.) The agencies are: PHL Service Design Studio and the Mayor’s Office of Civic Engagement and Volunteer Service. The content strategy fellow will be a member of PHL Service Design Studio, and a full-time member of the multi-agency project team working to write, build, and pilot the Toolkit.

The eight-month content strategy fellow position (with a focus on curriculum design) is funded through the City’s Operational Transformation Fund (OTF), which is a $10 million internal City fund where transformative municipal projects are invested in over the next two fiscal years (2022 and 2023). Across different City departments, OTF projects are implementing people-centered and sustainable solutions that focus on efficient and equitable service provision to benefit Philadelphians. OTF project teams receive ongoing support and assistance from the City’s Office of the Chief Administrative Officer (CAO), which manages the OTF, and participate in activities as a cohort. About the PHL Service Design Studio

The PHL Service Design Studio (SDS) sits within of the Office of the Chief Administrative Officer and supports service improvement efforts across City government. The Studio believes the City is closer to creating a more equitable Philadelphia when residents and colleagues, who’ve been historically marginalized by government actions, can access and deliver municipal services with ease and agency. The Mayor’s Office of Civic Engagement and Volunteer Service (MOCEVS) helps residents make positive change in their communities. Toward this goal, we work to reduce barriers and expand capacity for participation in government. Our programs support local, community-driven problem solving and include trainings for individuals and groups through the Civic Engagement Academy; national service opportunities, including the Community Resource Corps and Serve Philadelphia VISTA Corps; and local service opportunities through the Mayor’s Volunteer Corps and more.

About the project you’ll be working on

Community engagement is the foundational way government opens its doors to connect communities to programs and services, make bureaucratic systems more digestible, better understand community need, share decision-making, and honor work already occurring in neighborhoods. However, many communities won’t and can’t interact with government because we’ve either broken their trust or haven’t created the conditions for their engagement.

The impact? Communities of color, people with disabilities, people who have limited English proficiency, people who lack digital access, people who have low digital literacy, and historically marginalized groups are refused entry into engagements with us (i.e., the City). As a result, many of our policies, services, and programs reinforce marginalization as the people most impacted by our decision-making don’t have the opportunity to give voice to their needs.

To address these realities, the PHL Service Design Studio and the Mayor’s Office of Civic Engagement and Volunteer Service have been working on an Equitable Community Engagement Toolkit in collaboration with City engagement staff, community groups, and Philadelphia residents. The Toolkit is a City-wide initiative that will transform how the City of Philadelphia thinks about, plans for, and facilitates engagement with the communities we serve. It’ll include a vision and guiding principles, strategies and tools, evaluation resources, training, and a cultivated community of practitioners made up of City engagement staff and community members. All guidance will be accessible online within the phila.gov platform.

For the past 18 months, the Toolkit team has been working closely with City engagement staff, community groups, and residents to better understand engagement barriers that span language, disability, and digital access issues. In addition, the team has focused on how inequities based on a person’s race are exacerbated by the City’s engagement practices. In the new calendar year, we’ll transition from co-design to writing and building Toolkit guidance based on our deep work with community. By fall of 2022, we’ll start to pilot the Toolkit guidance with City agencies and community members to test its efficacy.
 

About your position

We’re looking for a seasoned content strategy professional or writer who has experience strategizing, designing, and writing training materials that are accessible and user-friendly to a broad audience. You’ll be a full-time member of the multi-agency and cross-disciplinary Toolkit project team made up of service design strategists, engagement practitioners, a user experience strategist, a visual designer, and a software developer.

We’re hiring two content strategist fellows who will work together closely. One will lead the writing of the Toolkit guidance and one will lead the writing of Toolkit training materials. This job description is for the latter.  As a content strategist who’ll focus on curriculum design, you’ll lead the design of the Toolkit training curriculum and develop training materials. The training materials will cultivate learning and storytelling as well as ensure City engagement staff and community members understand Toolkit guidance, resources, and templates. 

Please note this position is a full-time, eight-month opportunity from March to October 2022, and that the City of Philadelphia requires all new hires to be fully vaccinated.  (See the Qualifications and Additional Information sections for other requirements.


Essential functions

In this role, you will:  

1) Lead the design and development of the Toolkit training curriculum and materials. 

  • Apply the City of Philadelphia content standards (https://standards.phila.gov) to Toolkit training content.
  • Ensure Toolkit training content is written in plain language and uses inclusive terminology.
  • Work with the Toolkit team to design the Toolkit training strategy and curriculum. 
  • Support the writing and editing of Toolkit guidance.
  • Lead the development of Toolkit training content.
  • Develop training materials in collaboration with a visual designer and other team members.

2) Manage training design work.

  • Design and develop  resident-facing and instructor-facing training materials (e.g., Presentations, checklists, tests, one pagers, etc.).
  • Work openly and collaboratively with a multi-disciplinary team to effectively implement content and training recommendations. 
  • Evolve training materials based on insights gleaned from evaluation. 
  • Offer and take constructive feedback around project output and process. 
  • Develop project timelines based on level of effort to complete tasks. 
  • Proactively manage self and project to ensure deadlines are met. 
  • Communicate the status of work, challenges, and successes clearly and honestly. 
  • Problem-solve through ambiguity and when challenges arise.

Qualifications

Candidates should have

  • Four to five years of full-time or equivalent part-time professional experience as a content strategist. 
  • Experience developing training materials that are accessible.
  • Project management experience.
     

Nice-to-have skills

  • Bilingual (Spanish and Mandarin Chinese preferred)
  • Experience with community-based and participatory design 
  • Experience working in the social impact space on complex service environments

Additional Information

Salary: $60,000 for 8 months

Vaccination status

As a condition of employment with the City of Philadelphia, employees starting employment on or after September 1, 2021 must be vaccinated.


Residency requirement 

When you work for the City of Philadelphia as a full-time exempt employee, you must become a resident of the city within six months of being hired. This fellowship is a full-time exempt position with benefits for eight months (e.g., the length of your assignment).

  • If you're currently a Philadelphia resident, you can work a hybrid schedule with the team for eight months. As of now, that includes working two days in the office and three days working from home.   
  • If you are not a resident of Philadelphia, but have permission to work in the United States, we still encourage you to apply. Because of the residency requirement, you'll work with us for six months and be fully remote. We may have the ability to extend your employment to eight months with approval by the City.
