Job Description

The Finance team is a growing unit within the Department of Commerce that leads all financial management, accounting, and procurement activity. The Senior Manager will manage the day-to-day fiscal operations of the department including payment processing, financial planning and analysis, procurement of goods and services, grants, and financial and operational audits.  

The ideal candidate will be familiar with the City’s operating budget, accounting, and contract software, and is able to creatively communicate those processes to general audiences to ensure that information and decisions are clearly conveyed, plus the savvy to work in a political environment and navigating a large bureaucracy is essential.

Essential Functions

  1. Monitor the day-to-day financial activity of the department.  
  2. Participate in the City of Philadelphia's annual budget process for the Commerce Department, including analysis, forecasting and development of departmental operating budget requests in alignment with the Mayor’s priorities and needs of the department. 
  3. Prepare quarterly and annual budget reports, attend Citywide fiscal and contracting meetings, and participate in City Council hearings, as needed. 
  4. Oversee all grant activity which includes tracking expenditures, review and approve budgets for grant agreements, prepare expenditure reimbursements, produce quarterly financial reports and reconciliation for all federal, state and local funds such as the Community Development Block Grant (CDBG), Mayor’s Fund, and Philadelphia Works grants.   
  5. Assist in payment processing and monthly reconciliation of all invoices and contracts.  
  6. Advise in the direction of financial strategy and identify cost savings wherever possible.   
  7. Other responsibilities may include administrative and operational functions, specifically responding to audits, Right-To-Know, and other information requests on tight deadlines.

  • Integrity and Ethical Conduct. 

Qualifications

  • Bachelor’s degree in Business Administration, Accounting, Finance, Public Administration, Economics or any equivalent combination of experience, education, and training.  
  • Minimum of three years of progressive financial management experience.  
  • Experience working in a large governmental environment is preferred. 
  • Experience with City of Philadelphia accounting and budget processes are preferred. 
  • Experience in financial accounting and reporting, budget forecasting, contracts, and data management.  

Additional Information

Salary Range: $60,000 - $70,000
