Job Description

The Program Manager, Corridor Improvements is an integral part of the Commerce Department’s Commercial Corridors Improvements team whose primary responsibilities are to manage program analysis and evaluation for the PHL Taking Care of Business (TCB) Clean Corridors Program, and to act as liaison to Philadelphia’s network of Business Improvement Districts (BIDs) and provide guidance to organizations seeking to become Business Improvement Districts.  This person reports to the Senior Director, Corridor improvements within the Office of Neighborhood Business Services.

 

Essential Functions

Economic development program management

  • Manage relationships with Business Improvement Districts engaged in economic development work
  • Develop tools and programs to provide resources and strengthen capacity of Business Improvement Districts
  • Contact other agencies, city housing officials, departmental officials and the private business sector to ensure cooperation in the implementation of programs and projects
  • Provide planning, analysis, monitoring and technical support services for projects and programs designed to promote economic development, particularly the the PHL Taking Care of Business (TCB) Clean Corridors Program

Specific duties -Business Improvement Districts

  • Maintain and build relationships with Philadelphia BID directors, staff and board members.  Activities may include periodic attendance at BID board meetings and one-on-one meetings with BID Directors
  • Convene regular and periodic BID Director meetings to facilitate information sharing among the BIDs and between the BID network and City government and other resource providers
  • Participate in meetings of Philadelphia BID Alliance, a membership organization established by Philadelphia’s BID Directors
  • Develop and update best practices documentation regarding BID processes
  • Assist businesses and property owners exploring forming new business improvement districts by providing guidance regarding feasibility
  • Provide ongoing guidance and assistance throughout all phases of BID formation to groups who have determined that forming a BID may be feasible
  • Assist consultant contractors hired by organizations representing property owners and business owners who wish to organize a BID
  • Draft testimony and represent the Commerce Department in legislative matters before City Council related to Business Improvement Districts
  • Negotiate and prepare cooperation agreements between the City Commerce Department and Business Improvement Districts authorized by City Council
  • Other duties and assignments needed to advance the goals of Commerce and the Office Neighborhood Development Services

Specific duties -PHL TCB Clean Corridors Policy Support

  • Analyze information regarding program staffing and costs to guide future contract awards
  • Gather and maintain program impact information to be communicated regarding progress towards the four goals of the PHL TCB Clean Corridors program
  • Maintain the PHL TCB web presence including GIS mapping and program information
  • Ensure regular Litter Index observations and data analysis
  • Assist in developing training and information sharing sessions for PHL TCB Organizations on topics including combatting illegal dumping and working in coordination with City operating departments, workforce practices, and so on.
  • Manage all program evaluation activities

Competencies, Knowledge, Skills and Abilities

  • Project planning methods and techniques.
  • Physical, social and economic structure of the City.
  • Develop relationships with associates, governmental agencies, civic, community and business groups and the general public.
  • The principles of economics and the techniques of economic analysis.
  • The organization, functions, procedures and resources of City agencies, boards, and commissions, quasi-governmental agencies and private organizations whose activities affect economic development programs.
  • The principles and methods used in revitalizing private industry and physical environment in economically-depressed urban areas.
  • City, state and federal regulations as they pertain to contract preparation and administration of Community Development Block Grant, Empowerment Zone, and other funding programs.
  • Funding Source rules and regulations and guidelines in the application of commercial and area improvement projects and programs.
  • Uniform Program Management System.
  • Legislation regulating area economic development activities.
  • Adobe Creative Suite, Canva, ArcGIS/QGIS, and/or database management skills are a plus.

Qualifications

  • Three years of experience in economic development project analysis, planning or monitoring, at least one year of which shall have been in a full-time capacity.
  • Completion of a bachelor’s degree program at an accredited college or university with major course work in one of the following areas: economics, business administration, finance, public administration or city planning. Relevant work experience will be considered in place of a bachelor’s degree.
