Agency Description
The Mayor’s Office of Civic Engagement and Volunteer Service (MOCEVS) is committed to increasing long term, sustainable civic engagement throughout the city. To support this goal, we offer a variety of training opportunities for community members, nonprofit partners and City agencies. In addition, we support internal and cross-sector convening and collaboration to reduce silos and increase efficiency and efficacy of engagement and volunteer programs and tactics. MOCEVS is housed within the Mayor’s Office of Public Engagement.
Job Description
The Coordinator will be responsible for successfully administering the Community Resource Corps, a new citywide program designed to connect residents to anti-poverty benefits and resources. The ideal candidate for this role will be a fast-paced and innovative problem solver, who excels at building trusting relationships and managing equity-centered community engagement programs within low wealth and multicultural communities.
We’re hiring multiple Coordinators to specialize in different aspects of this program, including resource administration, field assignments, data management, and career development. Candidates are encouraged to apply, even if they do not have experience in all these areas. The duties, competencies, and qualifications below are exhaustive to include the responsibilities of our entire Coordinator team.
Essential Functions
These positions require a mix of telework and in-person duties, including evening and weekend hours. Each of our Coordinators will complete these standard-essential functions:
- Supervise a regional team of between five (5) and eight (8) part-time members.
- Conduct site visits to train members in communities.
- Support setting and measuring program goals.
- Support compiling and submitting program reports.
- Support conducting annual member recruitment, hiring, and onboarding.
In addition to the standard essential functions above, the Resource Coordinator will:
- Collaborate with program partners and staff to determine priority benefits and resource assignments.
- Conduct research and collaborate with program partners to develop benefit and resource access plans.
- Train members and program staff on benefit and resource access plans.
In addition to the standard essential functions above, the Field Coordinator will:
- Determine regional and citywide field assignments.
- Conduct research and collaborate with program partners to develop community engagement best practices.
- Train members and program staff on community engagement best practices.
In addition to the standard essential functions above, the Data Coordinator will:
- Manage program platforms, including NGP VAN, Mini VAN and Hustle.
- Conduct research and collaborate with program partners to develop data management and reporting processes.
- Train members and program staff on data management and reporting processes.
In addition to the standard essential functions above, the Career Coordinator will: ·
- Conduct research and collaborate with program partners to identify post-service employment opportunities for members.
- Plan and facilitate career development opportunities, including monthly professional development and team-building opportunities.

Competencies, Knowledge, Skills and Abilities
- Interest in making anti-poverty benefits and resources more accessible.
- Commitment to diversity, equity and inclusion in staff and program management.
- Clear understanding of best practices in civic engagement, community organizing or volunteer management.
- Ability to build new and maintain existing collaborative relationships with stakeholders.
- Ability to work on multiple projects simultaneously, while meeting deadlines and deliverables.
- Effective oral and written communication with diverse audiences.
- Excellent time management skills.
- Comfort working with data and digital systems.
- Willingness to conduct three to four site visits a week.
- Willingness to work a flexible schedule with occasional evening and weekend hours.
Qualifications
To be successful in this role, the Coordinators should have experience with most of the bullet points below. We also welcome candidates that have non-professional experience in these areas. For example, lived or volunteer experience can be just as valuable as professional experience. Our primary qualifications for this position include:
- Community engagement experience, preferably in campaign, government or nonprofit settings. We’re looking for people who leads community engagement that centers accessibility, diversity, equity, inclusion and trauma-informed best practices.
- Relationship management experience, preferably collaborating with low wealth and multicultural
- communities. We’re looking for someone who can build authentic, long-term relationships across lines of difference, like race, ethnicity, gender identity, sexual orientation, class, ability, citizenship status and other identities.
- Project management experience, preferably developing and implementing projects within new programs.
- We’re looking for someone who can efficiently manage a high volume of work and create sustainable systems for reliably accomplishing that work.
- Understanding of diversity, equity, and inclusion principles, preferably with experience advancing equitable project outcomes. We’re looking for someone who can identify ways in which identity and power show up in our work, as well as demonstrate continuous growth by creating opportunities for evaluation and reflection.
- Complete a mix of telework and in-person duties.
- Maintain a flexible work schedule for occasional evening and weekend hours.
Our secondary qualifications for this position would be nice to have, but are not necessary to apply. Those include:
- Staff or volunteer management experience, preferably managing geographically dispersed teams.
- Data management experience, particularly with NGP VAN and Hustle.
- Experience managing or knowledge about career development programs.
- Already existing relationships with community-based organizations and residents in Philadelphia’s lowest wealth communities.
- AmeriCorps service experience.
Additional Information
Salary Range: $55,000
