AGENCY DESCRIPTION

The Department of Revenue collects over $5 billion dollars of tax and non-tax revenue due to the City promptly and efficiently by increasing on-time payments and decreasing delinquency through an array of technological enhancements and tactics to encourage and compel payment, while providing excellent service to customers that is fair and efficient.  Additionally, the Department provides over $100 million in relief to a quarter million households.

The Department of Revenue is seeking a Chief Fiscal and Administrative Officer (CFAO)to direct the Department’s Financial Operations which consists of a $63.8 million Program Based Operating Budget including $19.6 million in Grants Revenue funding and oversight of Human Resources, Mail Operations, Safety and Training and Development functions. This position supports a workforce consisting of 620 employees. The successful candidate will also have responsibility for developing and implementing policy and best practices for financial management and other administrative functions and ensuring ongoing strategic and innovative operational efficiency.  

Job Description

The CFAO provides leadership through a group of managers to approximately 45 employees in the following functional areas:

Financial Operations – There are approximately 9 budget, contracting and technical staff supporting this function.   There are four components to this function:

Budget - Responsible for managing a $63.8 million programmatic budget including $19.6 in grants revenue funding which allows the department to support delinquent collection efforts through outside collection agencies and legal counsel and other enforcement efforts. This unit provides budget forecasting and analysis through monthly and quarterly reporting to ensure the Department has sufficient funding to support programs and initiatives. 

Accounts Payable -Ensure timely processing and payment of all invoices. The CFAO works with team to develop ongoing business relationships with vendors and suppliers.

Contracts Services – Ensure all professional service contracts are available to ensure there are no disruption in essential services. The CFAO may work with external agencies that support RFPs and MPs contract opportunities. Works with Fiscal staff and the Office of Economic Opportunity to ensure the Department is compliant with Diversity Equity and Inclusion (DEI) goals.

Procurement Services – Purchase of goods and services needed for daily operations. This can vary between recurring and nonrecurring services needed to support the Department in servicing the public.

Human Resources – Approximately 11 employees support this function.  Human Resources Business Partners provide a full range of HR support services to a portfolio of divisions.  In addition, this unit provides Payroll, Hiring and Staffing, DEI Planning, Workforce Planning, Safety, Health Benefits, Labor Relations and other support functions to approximately 620 Civil Services and exempt employees. The CFAO works with external agencies, staff and Union Leaders to support an effective HR Program for all employees.

Outgoing Mail Operations – With a staff of 15 employees, the Mail Operations provides outgoing mail processing services to more than 50 city agencies which includes processing 14 million pieces of mail annually. Approximately 11 mail equipment machines are used to fold, insert, affix postage, sort and package mail for United States Postal Service processing. The CFAO ensures operations are processing mail effectively and efficiently to support performance and quality measures put in place.

Facility Operations – Consists of approximately 6 employees. This unit provides building management services, space allocation optimization and redesign, inventory control and stores services.   The CFAO works with internal stakeholders to maximize the use of resources and implements best practices in building safety protocols and space optimization. May work with external agencies to plan, develop, and implement floor design or conduct space assessments.

Training and Development –Approximately 2 employees support this function. This unit identifies, develops and implements department-wide training curriculums for professional development based on the Department’s strategic plan.  Additionally, this group coordinates the Department’s mentorship program and supports other training initiatives such as DEI and safety and compliance.

Safety Program – There is 1 employee in this program. This unit administers the Department’s Occupational Safety Program which includes conducting safety inspections, educating and training staff in safety and health protocols and procedures, collaborating with the safety committee, managing the workplace injury process, and maintaining the Department’s safety manual. This position works with the team to identify, develop and implement proper safety goals and improve overall workplace safety performance. May work with the Office of Risk Management and Union leaders to develop and enforce safety compliance efforts.

ESSENTIAL FUNCTIONS

  • Directs a team of managerial staff in the execution of financial management and administrative operations
  • Provides oversight of a $63.8 million operating budget
  • Sets strategic operational goals that align with the Department’s mission of maximining revenue collections, while focusing on increasing efficiencies and improving customer service
  • Ensures budget conforms with budget policy and operational need
  • Analyzes and presents fiscal and budgetary reports to executive staff
  • Explains operational and fiscal needs and justification to budget and finance directors
  • Provide financial information to leaders in preparation for City Council hearings
  • Clearly communicate monthly, quarterly and annual financial reports
  • Implements fiscal protocols to support operational stability
  • Collaborates on development of strategic plans across all functional units
  • Identify and Implement processes to improve efficiency of human resources, training and development and other operational programs
  • Strategizes, collaborates and negotiates with Union Leadership on employee and labor relations matters, including, but not limited to HR and operational policies
  • Collaborates on the development and implementation of DEI Plans
  • Collaborates with the appropriate executive team members in the development and implementation of new initiatives, business processes, procedures, roles and operational improvement initiatives
  • Collaborates with management teams to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the fast-moving objectives of our organization

Qualifications

  • Graduate degree with an MBA, Operations Management or Project Management, is preferred, but not required.
  • 7 to 10 years of progressive Financial Management Experience
  • At least three years of experience in a Senior Managerial role
