The Office of Innovation & Technology (OIT) is the central IT department for the City of Philadelphia led by the Chief Information Officer. The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia, headed by the Chief Information Officer (CIO). 

OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents and visitors.  In addition, OIT provides leadership and expertise on the design, integration, and management of data across city government.

 

    Job Description

    The IT Supervisor will supervise & lead GIS & Business Intelligence Developer Analyst(s) responsible for the creation and maintenance of ETL processes around various spatial and tabular datasets, which are an essential part of a city-wide GIS and data enterprise environment.  This is performed using a combination of the ArcGIS suite of desktop products, authoring custom code in Python, and creating custom views in Oracle SQL.

    The IT Supervisor will also lead Business Intelligence Developer Analyst(s) in publishing web maps, model workflows, and generating statistics from the department’s relational database of permit, licensing and code enforcement records. The candidate will lead a team of GIS & BI Analysts in efforts to develop mapping, dashboard, and other business intelligence related applications to support various business processes within the department. The candidate will also train staff in the use of these applications.

    The IT Supervisor will report to the Licenses & Inspections IT Director.

    Essential Functions

    • Develop, edit, and maintain geospatial datasets and databases.
    • Complete technical documentation of such datasets and processes.
    • Analyze permit, licensing and code enforcement data for reports, dashboards, and presentations.
    • Write SQL queries and construct views which support analysis and reporting.
    • Prepare and execute workflows, ETL, and geoprocessing tools using Python.
    • Support the extraction, transformation and loading (ETL) of data for ArcGIS Online dashboard(s), open-source Metabase Dashboards (or similar applications) to be used for reporting and statistics.
    • Create and prepare miscellaneous maps and reports on an ad hoc basis for executive staff, sometimes with quick turnaround times.
    • Prepare and maintain project status reports to Deputy IT Director and IT Director.
    • Prepare and deliver presentations and/or training sessions on GIS and related technology, tools or procedures for departmental and City staff on as needed basis.
    • Participate in meetings and events within the department and citywide GIS community.

    Competencies, Knowledge, Skills, and Abilities

    • Proficiency using ESRI ArcGIS 10 software suite and/or ArcGIS Pro for editing, data creation, analysis and map production.
    • Proficiency authoring Arcpy, Pandas, and related Python scripts for geoprocessing and automation of routines.
    • Proficiency writing complex queries and joining and appending tables in Oracle SQL.
    • Familiarity with ArcGIS Online map publishing and tools including, but not limited to, Web App Builder, Survey 123, and ESRI Dashboards.
    • Familiarity with mobile mapping tools including ESRI’s Collector app.
    • Experience with data visualization and graphics tools for the creation of dashboards.
    • Ability to communicate technical processes and issues with business staff and management.
    • Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.
    • Excellent written and oral communication skills.
    • Proficient in project planning and time management.
    • Advanced-level proficiency using Microsoft Office 2007-current Professional Suite (Excel, Word, Powerpoint).

    The following skills are beneficial, but not required:

    • Experience in maintenance of versioned and non-versioned spatial data in ESRI ArcSDE 10.x
    • Experience with data visualization and graphics tools for the creation of professional presentation and education materials.
    • Experience working in Git and Github
    • Experience with non-ESRI software to generate online and hardcopy map and data products.
    • Experience with Jupyter Notebook
    • Experience with municipal land records: tax assessment records; permit and licensing records; land use; etc.
    • Experience with front-end application development and computer science fundamentals.
    • Experience providing training, presentations or seminars

    Qualifications

    • Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical focus), Statistics, Information Science, Computer Science, or Civil Engineering. 4-year relevant working experience if no college degree may be accepted
    • Any equivalent combination of education and experience determined to be acceptable by the Office of Innovation & Technology and Human Resources.

    Additional Information

    Salary: $65,000 - $85,000
