Job Description

Reporting to the Deputy Chief Financial Officer, the Controller leads the Accounting Department, establish and maintain accounting policies to safeguard the assets of the Airport, ensure the integrity of financial reporting, and ensure compliance with government, SEC, GAAP, FASB, and GASB financial reporting regulations.

Essential Functions

  • Play a key role in providing management, leadership, strategic direction, and oversight to the Accounting department.
  • Establish, implement, and maintain accounting policies and control procedures, including internal audits, controls and checks across all departments to protect the assets of the Airport and ensure the integrity and timely recording and reporting of financial information.
  • Advise executive management on the financial/accounting implications of major decisions and issues facing the Airport.   Use financial analysis tools, such as decision analysis, to evaluate Airport ventures or special projects, programs, capital expenditures, and product costing.
  • Ensure timeliness, accuracy, and usefulness of reporting.  Oversee the preparation and communication of monthly, quarterly, and year-end financial reports.
  • Ensure compliance with external accounting standards (FASB and GASB) and evaluation of potential new standards.
  • Ensure the accuracy and productivity of day-to-day activities for accounts payable, cash disbursements, invoicing/billing, customer credits and collections, payroll, perpetual inventory integrity, fixed asset records, general and entity accounting, and cost accounting.
  • Manage the Airport's participation and response to audits and other review processes of Airport operations by outside auditors, including the City Controller's office, the Federal Aviation Administration, and the City Council.
  • Participate in and provide oversight of the accounting policy and practice design, including resolution of complex accounting issues.
  • Ensure compliance with GAAP, as well as regulatory and SEC regulations.
  • Participate in development and implementation of accounting strategies and activities, including implementation of new accounting standards and systems, driving initiatives, and initiating operational efficiencies and process improvements.
  • Establishing and maintaining financial control within the accounting department.
  • Analyze proposed legislation, regulations, and accounting standards to determine financial impact on the Airport and develop strategies for addressing these issues.
  • Manage the overall direction, coordination, and evaluation of the Accounting team. Carry out supervisory responsibilities in accordance with the Airport and City of Philadelphia policies and applicable laws. Responsibilities include interviewing, hiring, planning, assigning, directing work, rewarding, disciplining employees, conducting performance reviews, and addressing complaints and resolving problems.
  • Willingness to travel to other City offices in and around the metropolitan area and Airports throughout the United States.
  • Guiding financial decisions by establishing, monitoring, and enforcing policies and procedures.
  • Demonstrated ability to manage staff.
  • Other duties as necessary.

Qualifications

Education and Experience

  • Bachelor’s degree in Accounting or Finance
  • At least 10 years of progressive accounting experience that includes financial reporting, accounts payable, accounts receivable, accounting policy, and auditing.  Prior roles should include senior accountant, accounting manager or assistant controller
  • At least 4 years’ experience managing a staff
  • Fully conversant with corporate and governmental accounting requirements and practices, including GAAP, FASB, GASB and effective budgeting and planning techniques
  • CPA and/or CMA license is strongly preferred
  • Broad knowledge of aviation industry issues including operations, marketing, finance, rates and charges requirements, and risk issues
  • Knowledge and capability to link planning and administrative activities to the strategic orientation and direction of the organization
  • Experience with selecting and implementing an Enterprise Resource Planning solution, specifically the finance and accounting component
  • Nonprofit or public accounting experience

  • Must be able to communicate financial information, via presentations in either written or verbal formats, into sound business language so people of all levels can understand
  • Ability to independently learn and use multiple accounting software packages
  • Ability to build strong relationships among all levels of the organization, including external partners, customers, and suppliers
  • Strong analytical capability and the ability to formulate effective and actionable solutions
  • Strong problem-solving, organization, persuasion, and negotiation skills
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; ability to respond effectively to the most sensitive inquiries and complaints. Effective and persuasive presentation skills on controversial or complex topics to top management, public groups and/or board of directors
  • Ability to deliver quality work on tight deadlines, with strong organization and priority setting skills
  • Understanding importance of transparency and confidentiality in a government setting with strong private sector interdependencies
