Agency Description

The City of Philadelphia’s Office of Sustainability (OOS) works with partners around the City to improve quality of life in all Philadelphia neighborhoods, reduce the City’s carbon emissions, and prepare Philadelphia for a hotter, wetter future.

The Energy Office, housed within OOS, serves to manage energy supply and demand for city government operations.  The mission of the Energy Office is to:

  • Strategically procure cost effective, reliable, clean energy and conventional energy systems for city government
  • Promote energy conservation and efficiency within City departments by providing education, technical expertise, promoting systems change, and analysis of energy used
  • Develop and implement projects and programs that promote the efficient use of energy and reduce the City's environmental impact
  • Support Philadelphia’s climate and energy goals; and position City government to lead by example.

Job Description

The Energy Manager leads the City of Philadelphia’s Energy Office by overseeing three full-time staff, leading the City’s municipal energy management initiatives, and serving as the City’s main representative on municipal energy-related matters. The position reports to the Director of the Office of Sustainability (OOS) and collaborates with other staff within the OOS, City departments, and related City agencies. This is an opportunity to lead projects and programs in support of Philadelphia’s sustainability goals as outlined in the City’s Municipal Energy Master Plan.

Essential Functions

Personnel and Operations Management

  • Manage at least three full-time Energy Office staff and guide decisions on work prioritization, professional development, and support for program and project implementation.
  • Manage Energy Office budget and oversee the Office’s contracts and contractors. 
  • Support Office of Sustainability priority areas, including racial equity and environmental justice work. 

Energy Planning and Policy

  • Lead strategy development, tracking, and implementation of City’s Municipal Energy Master Plan.
  • Support the Philadelphia Airport and Philadelphia Water Department with planning, development, and implementation of strategic energy plans and projects.
  • Oversee City building compliance with benchmarking and Building Energy Performance policies and other external program commitments.
  • Represent the Energy Office in various City initiatives including Philadelphia Energy Campaign, SmartCityPHL, and Rebuild.

Energy Management - Supply Side

  • Lead the procurement of electricity, natural gas, steam, and vehicular fuel with goals of cleaning supply, providing budget stability, and minimizing costs in alignment with Municipal Energy Master Plan goals.
  • Prepare annual energy budgets and projections for the General Fund, Aviation Fund, and Water Fund.
  • Manage business relationships with utilities, energy suppliers, and load-serving entities.
  • Develop internal policy, programs, and projects to advance renewable energy use and generation. Notable projects include the Adams Solar Power Purchase Agreement.
  • Oversee the utility bill reconciliation/audit process, including reviewing accounts for accurate rates.

Energy Management - Demand Side

  • Lead the development and implementation of energy efficiency and conservation programs and projects.
  • Support and coordinate energy performance contracts with other departments, such as the Philadelphia Museum of Art Energy Performance Contract and the LED Streetlighting project.
  • Participate in the design review of major City capital projects to advocate for the incorporation of cost-effective energy conservation measures and best practices.
  • Oversee energy efficiency projects, load management programs, employee energy education and training programs, and the building monitoring program.

Qualifications

Education and Experience

Required:

  • 8 years of experience in energy management, utilities, or other relevant experience. Each year of relevant post-secondary education (i.e. an associates, bachelors, and/or masters) will be counted toward experience.
  • Personnel management experience.

Preferred:

  • Certified Energy Manager certification and/or LEED accreditation.
  • Professional education in energy management, engineering, and/or environmental science.
  • Experience with managing energy conservation programs.
  • Familiarity with building commissioning, HVAC controls, and/or building automation systems.
  • Familiarity with racial equity and environmental justice issues.

Competencies, Knowledge, Skills and Abilities

  • Excellent written and verbal communication skills and ability to effectively present information.
  • Ability to manipulate, analyze, and organize large data sets.
  • Strong organizational and analytical skills.
  • Flexibility and adaptability.
  • Proficient in Excel and PowerPoint.
  • Willingness to engage in and support the Office’s racial equity and environmental justice work.

Additional Information

Salary Range: $90,000-105,000
