The Managing Director’s Office (MDO) manages and oversees the operations of the City, including the Rebuild initiative (Rebuild).

Rebuild is an MDO initiative to improve physical conditions in selected parks, recreation centers, and libraries.  Rebuild is expected to invest hundreds of millions of dollars over the course of the initiative. In addition to revitalizing neighborhood public spaces, Rebuild is focused on using funded projects to empower and engage with community members and to promote economic opportunity for diverse businesses and individuals. Rebuild projects are carried out by a variety of partners, including consultants, nonprofit partners, and other City agencies. Rebuild works closely with the Philadelphia Parks and Recreation (PPR), the Free Library of Philadelphia (FLP), and other City departments.

The Deputy Director, Design & Construction will manage and direct the design and construction team and activities required to implement Rebuild projects.  The position must perform work in close coordination with Philadelphia Parks & Recreation, Free Library of Philadelphia, Department of Public Property, Water Department, non-profits and other governmental and non-governmental partners.

Essential Functions

Responsibilities of the position include but are not limited to the following:

• Work with the MDO, Rebuild senior management, City officials, City Council, Philadelphia Parks & Recreation (PPR), Free Library of Philadelphia (FLP), consultants and the public to determine the scopes of work, schedule, and budget for each Rebuild site.
• Direct and oversee a team of design and construction project managers who are directly managing Rebuild projects.
• Coordinate and ensure that all design and construction work is of high quality, completed on time, on budget, and with adherence to Rebuild’s diversity and inclusion goals.
• Manage completion of design standards for Rebuild projects.
• Continue development and implementation of a design excellence program for Rebuild.
• Continue to oversee and develop approval paths for Rebuild projects (e.g., Water Department, Art Commission, Licenses & Inspections) and establish target timelines for approval processes.
• Determine project sequencing and management to ensure timely completion in coordination with PPR, FLP, MDO and others.
• Work closely with Rebuild Senior Management to:
  • meaningfully engage the public in the process of improving sites and ensure that projects reflect the priorities of neighborhood residents and users.
  • ensure all participation requirements are met in a timely and transparent manner.
  • coordinate on-the-job training opportunities on Rebuild project sites.
  • ensure funding and personnel are managed efficiently, with integrity, and in a timely and transparent manner.
• Work closely with the non-profit entities managing large-scale Rebuild projects.
• Work closely with owner’s representatives to complete onboarding of a project management system.
• Assist in administration of owner’s representative contract(s); monitor performance of owner’s representatives; review and approve owner’s representative invoices.
• Oversee, develop and administer Request for Proposals (RFPs) to select consultants, including but not limited to, owner’s representatives, architects, landscape architects, engineers and construction managers.
• Evaluate RFP submittals and select consultant teams in coordination with MDO, PPR, FLP, and others.
• Assist in the development and management of consultant contracts.
• Oversee and coordinate non-profit grant application process with Operations Manager.
• Oversee the selection process of the non-profits to lead projects.
• Oversee the selection and administration of design team and construction contracts.
• Review and approve all scope of work plans.
• Ensure all appropriate reviews and approvals are obtained.
• Work with non-profit and city partners to evaluate bids and approve selection of contractors.
• Assist in regularly providing project progress information for Rebuild project reports for various audiences (e.g., oversight boards, neighborhood groups, foundations, City Council members, and the general public).
• Monitor and report on the progress of Rebuild projects including, but not limited to, schedule and budget performance.
• Coordinate with other deputy directors on monitoring and reporting of project financial information and on participation of certified M/WBEs. 
• Assist with other Rebuild tasks as needed.  Possible examples include applying for grants; developing partnerships; assisting in vendor outreach efforts; reporting to a Rebuild EOP Oversight Committee and Rebuild Oversight Board; and communicating about Rebuild at events, through the website or other means.
• Other duties as assigned by the executive director or determined during the process of implementing Rebuild.

Education and Experience:

• A Bachelor’s or more advanced degree in planning, architecture, landscape architecture, construction management or engineering is required.  A Master’s degree in one of the above disciplines is preferred. 
• A license to practice architecture, landscape architecture or engineering is preferred.
• Minimum of ten years professional experience in a position with similar responsibilities and scope.
• Demonstrated management experience.
• Extensive experience managing and implementing design and construction projects.
• Professional experience working in government, higher education, professional practice or non-profit organization.
• Demonstrated, successful experience working with the public, advocates and non-government partners.

Knowledge of:

• Public facility design and construction.
• Park, recreation center and library operations insofar as they impact design and construction preferred.
• Sustainable design, construction and maintenance practices.
• City of Philadelphia geography, operating departments and project review and approval procedures.
• City of Philadelphia stormwater management regulations.

Requirements:

• Commitment to Rebuild principles, process and outcomes.
• Availability to attend evening meetings and occasional weekend activities related to Rebuild.
• Ability to physically perform the duties and to work in the environmental conditions required of this position.
• Valid PA driver’s license.
