The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia, headed by the Chief Information Officer (CIO).  The Office of Human Resources (OHR) is the central HR agency for the City of Philadelphia.  The OHR IT Unit is responsible for supporting OHR’s mission of collaborating with client departments to deliver quality customer service.

Job Description

This position will be a member of a small team that supports existing and evolving applications using HTML, ASP, XML, SQL, MS Access, Excel, and various Reporting tools. Applications are both web applications and client server deployed. Support for off-the-shelf software is also required, as well as the development of new applications.

Essential Functions

    Participate as a team member to support and facilitate the use of applications in the department which includes understanding Human Resources operations.
    Work closely with the project team members to develop quality documentation and test plans;
    Develop or maintain efficient HR Websites, queries, scripts, macros, views and other methods requests.
    Demonstrated ability to learn new software and/or technologies and determine appropriate uses based on user requirements. 
    Develop and optimize complex HR reporting needs using Web based methodologies, existing EiS and/or OBIEE reporting tools, and/or MS/Oracle SQL reporting tools in multiple database environments.
    Work well with Office of Human Resources (OHR), Office of Innovation and Technology (OIT)  resources and other departments on inter-departmental tasks and projects.
    Gather user requirements and develop applications, Web based, and otherwise.
    Help coordinate the implementation of short- and long-term projects, objectives, policies and procedures for the production and maintenance of all application development related issues.
    Follow SDLC methodology including requirements gathering, solution architecture, coding, and testing.
    Review code and high-level designs by other team members to ensure that strategic objectives and business needs are met.
    Proactively identify application inefficiencies and propose solutions.
    Identify, create, and maintain development frameworks and code libraries.
    Create prototypes and functional specifications for application development projects.
    Work closely with the team members and QA analysts to develop quality assurance documentation and test plans.
    Work closely with production support and help desk staff to develop operating documentation.
    Make suggestions on creating technical standards for specific applications and the City as a whole.

    Upgrade or repurpose existing applications & equipment
    Demonstrate exemplary communication skills with management, administrative and technical staff
Working Knowledge of:
    HTML, ASP, XML, C-Sharp, JavaScript, PHP, CSS
    PeopleAdmin, Testing Software i.e. Sigma, Scantron, TMS/NeoGov
    Client Server architecture & Web architecture, including Web services
    SQL, stored procedures and efficient use of SQL query language, and scheduled jobs.
    Microsoft tools, VB, MS Access coding a plus
    Network Administration, Active Directory, Desktop Services, Hardware & Software configurations
    LAN / WAN support knowledge

Qualifications

Required:
    Completion of a Bachelor’s Degree program at an accredited college or university that includes major course work in computer sciences, management information systems or a related field

    2-3 years of experience with Human Resources Systems including configurations, 
    customizations – Preferably with Web/SQL development and interfacing with HR systems.
    2-3 years of programming experience with HTML, ASP JavaScript,, XML, MS Access, SQL, PL/SQL or similar products
    2-3 years of experience with HR based reporting tools or Data Warehouse knowledge such as EiS, Report Writer, Cognos, OBIEE, similar transaction based / data warehousing and reporting tools.
    Working with a team in a knowledge sharing environment
