AGENCY DESCRIPTION

The Office of Director of Finance was created by the Home Rule Charter to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's.  Finance oversees the OnePhilly group, whose role is to manage the modernization of City’s human resources, payroll, pensions, and fringe benefits systems, along with associated business process improvements that will enable more efficient operations and improve services for employees.   OnePhilly has recently implemented a new integrated human resources, benefits, payroll and time and attendance system utilizing Oracle’s eBusiness Suite HCM modules. Oracle’s PeopleSoft Pensions Administration module is expected to follow to replace the City’s current Pensions application.  Oracle’s Business Intelligence and HR Analytics software was implemented for a data warehouse and Oracle’s User Productivity Kit (UPK) is used to facilitate training.     

Job Description

This position requires a dynamic self-starter with strong analytical and practical knowledge in how the Oracle Time and Labor works.  The current team comprises of a core of highly motivated and experienced individuals in a high-paced Production Support environment that involves Time entry processing for City’s 50+ departments and making it available for Payroll processing, working with vendor resources to analyze and fix reported defects, gather requirements for enhancements, collaborate with vendor on a solution design, configuration, documentation, testing, and production implementation. This individual will be working with the Production Support Team in developing their knowledge and skills for the position as the stabilization progresses and will be working with the former lead to complete a successful transition.  The former lead will be available to provide mentoring and support until mid-July. 

Essential Functions: 

  • Lead role and ownership of the OnePhilly Time and Labor functions
  • OTL Data processing for production time entries from all 50+ departments
  • Coordination of time and labor activities within the team and between all team members, including technical team
  • Planning for new enhancements, design, configuration, testing and documentation of results
  • Analysis/research and problem-solving activities for testing and certification of testing corrections
  • Owner of time and labor documentation and responsible to update all documentation as the Support progresses for any changes
  • Provide progress reporting on tasks and activities as directed by the Project Director and/or Program Manager
  • Report to the Program Manager and/or Program Director
  • Responsible to coordinate interactions with all departments as needed
  • Prepares appropriate presentations as needed for time and labor related information
  • Follows established support standards for all activities and work efforts, including documentation development and maintenance
  • Participates in various presentation sessions as either direct or support staff
  • Understand the overall City’s time and labor functions, rules, regulations, bargaining agreements, side letters, etc. to ensure a global application of the OnePhilly System
  • Updates and maintains requirements documentation, including business process flow documents
  • Assist in or facilitate meetings as appropriate
  • Uses the shared calendar for all meetings and scheduling activities absences
  • Coordinate and collaborate with vendor resources as required by working jointly with vendor resources and directing vendor resources for time and labor related requirements and activities
  • Responsible for application, interfaces and reports analysis and development for the time and labor related data
  • Contribute to the development of training materials, and will participate and support the delivery of training and deployment activities

Qualifications

  • Completion of a bachelor’s degree program at an accredited college or university, with major course work in Information Technology, or, Computer Science or Business Administration, or Finance or Human Resources
  • Three (3) years or more of applicable work experience
  • Experience working in a large governmental environment preferred

Competencies, Knowledge, Skills and Abilities

  • The ability to apply, at indicated levels, the following skills:
  • Oracle EBS Time and Labor module understanding
  • Intermediate or above in Microsoft Office (Word, Excel)
  • Intermediate or above in Microsoft Office (PowerPoint)
  • Intermediate or above in Microsoft Exchange (Outlook)
  • Proficient skills in reading and writing clear, concise documents
  • Organization skills – intermediate or above
  • Analytical and problem-solving experience
  • Organized in managing and tracking documentation
  • Use of Microsoft Network Shares
  • SharePoint – intermediate or above, or can quickly develop understanding

Knowledge Of:

  •      ORACLE Application Framework (OAF), ORACLE Workflow, BI Publisher, Form Builder
  •      Experience in how the City Governments collect and processes employee time data
  •      Working effectively across team and organizational boundaries with management direction
