The Department’s Office of Neighborhood Economic Development (ONED) identifies and develops programs to revitalize neighborhoods and spur economic development. 

Job Description

The Manager, Program and Contract Compliance will report to the ONED Senior Director.  The primary responsibilities are monitoring ONED programs for compliance with contracts and funding to support neighborhood economic development.

Salary: $51,500/yr

Specific Duties:

  • Support ONED Senior Director in oversight of all ONED contracts.
  • Point person for all ONED contract review, reporting, and monitoring to ensure that all our work is timely and correct. Reviews the contract related work of other staff.
  • Assure compliance with all funding source guidelines and procedures, policies and directives including Community Development Block Grant (CDBG), Commonwealth of Pennsylvania, City of Philadelphia, and other sources.  For example, HUD CDBG involves approving contracts, data entry into HUD's IDIS system, producing CAPER and Quarterly reports to City Council. 
  • Contract management, including preparation and negotiation of scope and budget, communications with Law and Finance Departments, contract monitoring of deliverables, and processing of invoices. Review and verify expenditures to ensure eligibility and reimbursement under contract terms.
  • Monitoring of contract and grant performance and other federal, state and local compliance requirements.
  • Review and verify the accuracy and completeness of records and reports and assures that reports are prepared in accordance with guidelines and procedures. 
  • Use the City’s Automated Contract Information System (ACIS) and HUD’s Integrated Disbursement and Information System (IDIS)
  • Evaluate contract performance for effectiveness and impact of projects and programs and make appropriate recommendations.
  • Recommends and develops policies, procedures and guidelines related to contracting.
  • Provides and assists in coordinating training on funding guidelines and regulations, financial management and compliance to contracted agencies.

General Duties of all ONED staff:

  • Teamwork within the Department of Commerce, other City departments, and partner agencies.
  • Contributing information and recommendations to strategic plans and reviews for ONED, Department of Commerce, and neighborhood efforts.
  • Resolving problems and determining system improvements.
  • Preparing project presentations and reports using all appropriate software.
  • Drafting status reports, talking points, statements and other work product as needed.
  • Other duties as assigned.
  • Minimal night and weekend work may be required.

Qualifications

  • Bachelor’s degree is required; a graduate degree in a related field is a plus. 
  • Minimum of three years of experience in contracts, quality assurance, compliance, or economic development.
  • Other attributes will include education and/or experience in one or more of the following areas: planning, management of a non-profit agency or small business development, economics, public relations, design, business or public administration.

Competencies, Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of contract development, negotiation, administration, and control as they relate to economic and community development projects.
  • Cost analysis as it relates to services provided by contracted agencies.
  • Knowledge of the following will be advantageous: Community Development Block Grant program, City/State/Federal regulations pertaining to contracts, and Uniform Program Management System.
  • Proficiency in Microsoft Suite products. MS Word and Excel are essential.  MS Access, PowerPoint, and Publisher, FormStack are a plus.
  • Strong interpersonal skills with demonstrated ability to work with individuals across different disciplines.
  • Experience or demonstrated ability to work with ethnically and economically diverse populations.
  • Ability to write concisely and persuasively in plain everyday language.
  • Candidates must be energetic, well organized, flexible and convey a positive attitude and strong work ethic.
  • Ability to get things done efficiently and quickly. Strong time management and organizational skills, including attention to detail and abilities to prioritize tasks and keep multiple tasks moving simultaneously.
