AGENCY DESCRIPTION

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer. This OIT position supports GIS operations and analytics of the Department of Licenses and Inspections and reports to the L&I GIS Manager, working under the Planning Director. The Department of L+I promotes Code compliance through education, consultation, responsiveness to public complaints, building plan reviews, licensing and permitting processes, on-site inspections, and enforcement actions. At all times, L+I’s focus is public safety.

Job Description

The GIS Intern will work with the Business Intelligence group on the creation, analysis, and maintenance of various spatial datasets and applications using the ArcGIS suite of desktop products, Oracle databases, and python scripting. The GIS Intern will work with GIS Analysts and the Business Intelligence Project Manager to publish web maps and applications, edit GIS planimetrics model workflows, and generate and analyze statistics from the department’s relational database of permit, licensing and code enforcement records. The GIS Intern will also execute SQL queries and construct views and joins to support analytical tasks and reports. The candidate will also assist in efforts to develop mobile mapping and dashboard applications for field work by the department and train staff in the use of these applications.

Competencies, Knowledge, Skills and Abilities

●     Experience using ESRI ArcGIS 10.x software suite for editing, data creation, analysis and map production.

●     Basic experience editing polygon feature classes.

●     Familiarity with ArcGIS Online map publishing and tools.

●     Advanced-level proficiency using Microsoft Office (Excel, Word, etc.)

●     Familiarity with Python for geoprocessing and automation of routines.

●     Familiarity with SQL (preferably in Oracle).

●     Excellent written and oral communication skills.

●     Proficient in project planning and time management

●     Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.

Qualifications

Currently enrolled in an undergraduate or graduate program and has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical focus), Statistics, Computer Science, Information Science, Data Science, or Civil Engineering.
