Job Description
Reporting to the CAO, the Deputy Director of Human Resources leads the human resources team in the delivery of personnel related services to employees, the design and implementation of initiatives that enhance employee engagement and motivation, and the assurance of compliance with PHL, city, state and federal employment laws, regulations, and policies. The Deputy Director supports the executive team in meeting PHL goals and objectives by providing advice and counsel on personnel actions and issues and recommending and implementing employee programs that align with the mission and strategy.
Essential Functions
- Develop and implement human resources programs that support the mission of PHL,
- Manage employee relations. Provide advice and counsel to senior staff on initiatives, employee relations issues, good practices and compliance. Help to resolve employee relations issues.
- Stay abreast of city, state and federal employment laws, maintain and write policies that are compliant, and ensure that practices at PHL are in accord with laws and policies.
- Direct the day to day work of the human resources staff and provide mentoring and development. Maintain HR departmental metrics.
- In collaboration with the Communications Department, keep employees informed of PHL’s direction, important events, and decisions.
- Develop and manage the performance management process to support PHL’s mission and goals and improve overall employee performance.
- Oversee compensation, benefits, recruiting and training and development.
- Use technology to improve the effectiveness and efficiency of HR.
Supervisory Responsibility
This position manages all employees of the HR department and is responsible for the performance management and hiring for the department.
Qualifications
Required Education and Experience
- Bachelor's degree and at least 10 years' human resources experience in employee relations, OD/training, compensations, recruiting, and generalist work or the equivalent combination of education and experience.
- At least 2 years’ experience managing others and leading
- Knowledge of employment legislation and regulations.
- Ability to translate organizational priorities into people initiatives
- Proficient in MS Office applications.
Preferred Education and Experience
- Master's degree.
- SHRM Senior Certified Professional (SHRM-SCP, SHRM Certified Professional (SHRM-CP) or SPHR credential.

Additional Information
Residency:
New hires must establish and maintain residency in the City of Philadelphia within 6 months of appointment and for the duration of employment in this position.
Security Requirement:
Must pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance at the time of appointment and during tenure of employment.
