The mission of DBHIDS is to improve the health status of Philadelphians in need of behavioral health and/or intellectual disability services. This is accomplished through an emphasis on recovery and resilience-focused behavioral health services, as well as an emphasis on self-determination for individuals with intellectual disabilities. We work with persons recovering from mental health and/or substance use, individuals with intellectual disabilities, families, and service providers to ensure that high quality services are accessible, effective and appropriate. Job Description

This position is responsible for supporting quality management functions related to diversity and inclusion, in addition to supporting the use of data for decision making and the contribution to policy and program development. This position is responsible for providing leadership and coordination of clinical and provider-related quality activities, particularly those related to diversity and inclusion, including relevant provider and subcontractor reviews and performance/quality improvement projects and evaluations. This position will participate in a range of quality management activities, including planning, developing, implementation, monitoring, analysis, and reporting. The position provides support to the staff of the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) as well as to the provider community and people in recovery. This position reports to the DBHIDS Deputy Commissioner for Planning & Innovation.

Essential Functions: 

  • Build and maintain a strong functional team through effective recruiting, training, performance management, coaching, team building, and succession planning.
  • Direct the development of plans, research, analytic requests, and data requests.
  • Manage analytic requests and evaluation of projects, including resource allocation and project management, related to diversity and inclusion.
  •  Review analytic output, summarize results and synthesize information for executive level discussions and decision making.
  • Lead in the development, implementation, revision and prioritization of analytics that focuses on policies and priorities including improvement outcomes, provider performance, and accountability.
  • Provide technical guidance and data for assessments including population-based assessments.
  • Attend all relevant Diversity Committee meetings.
  • Provide consultation on specific issues as necessary.
  • Conduct other routine QM Unit tasks, including ensuring assigned areas of responsibility are in compliance with contract, city and state requirements, set and work to achieve targets and goals; preparation of documents for Mayor’s Office, City Council, or relevant site visits.
  • Develop and provide training to improve relevant processes within DBHIDS.

Qualifications

Qualifications: 

  • Master’s Degree or higher in behavioral healthcare, education, organizational development, or related area
  • Experience in quality management, utilization management, human resources, diversity, disparity mitigation, auditing, or managed care in behavioral health or healthcare setting.
  • Data and Analytics experience in Behavioral health/healthcare.
  • Experience with provider networks, compliance, diversity, consumer satisfaction reviews, and/or provider capacity assessments.
  • Familiarity with Philadelphia Behavioral Health system community, challenges, continuum and levels of care.
  • Project Management and supervisory experience in inter-departmental and cross-systems framework.
  • Physical and medical requirements- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

  • Experience and expertise in diversity and inclusion subject matter
  • Grounding in recovery and transformation principles
  • Working knowledge of behavioral health and intellectual disabilities population and the provider communities
  • Community support and impact approaches

Ability to:

The successful candidate must reside in the City of Philadelphia or establish primary residence in the City of Philadelphia within six months of employment.
