The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer. This position is within the Department of Licenses and Inspections (L+I) under funding by OIT.  The GIS Project Manager will manage the projects small unit of GIS Analysts who are responsible for the creation, analysis, and maintenance of spatial databases and statistical reports that support operations and decision-making within L+I.  The Team Leader will interface with L+I administration and inspectors and be responsible for defining the scope of work, requirements, and deliverables for projects including timelines and quality control for on-time and in budget completion of tasks.  Candidates for this position should have experience managing projects, supervising and directing the work of small teams, and poses strong communication skills for engaging with a range of stakeholders. Candidates must demonstrate experience and a high level of proficiency in GIS spatial data analysis and database management. 

Job Description

Position Summary:

  • Coordinate, plan, track and manage spatial and analytical project of a multi-member team of GIS and/or data analysts.
  • Prepare written and oral reports, memos, visualizations and presentations to communicate project objectives or outcomes and the results of spatial or statistical analyses to executives, non-technical staff, and the public.
  • Communicate and explain technical issues, spatial concepts, data and methods to non-technical staff.
  • Supervise the work of subordinate project team staff including the organization, prioritization, review, evaluation and approval of project deliverables.
  • Write database views to support new and ad hoc reports and provide guidance to analysts on database analysis.
  • Create, manage and edit an API of departmental data for internal and external uses.
  • Engage departmental (business or operational) stakeholders to define the objectives, goals, deadlines and deliverables for projects and prioritize ad hoc requests for maps and reports.
  • Supervise the maintenance and updates to geospatial datasets including those stored in relational databases.
  • Coordinate with OIT on the creation, maintenance and update to spatial and non-spatial databases edited directly by the project team.
  • Execute and support City policies for enterprise data sharing, data quality, metadata, spatial data updates/maintenance and open data sharing to the public.
  • Coordinate with OIT on the implementation of new technology, innovations or data management policies.
  • Ensure the complete documentation of projects, datasets and processes.
  • Participate in meetings, trainings, seminars and events within OIT and those coordinated by GSG for its direct reports and for the GIS specialists and analysts across City government.
  • Participate in meetings and trainings as required within the department of Licenses and Inspections.
Required Skills:
  • Experience managing and coordinating small teams on technical projects.
  • Experience in project planning and time management for teams.
  • Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.
  • Excellent written and oral communication skills.
  • Experience with technical project requirements gathering.
  • Proficiency in database management: create, edit, update, join, append and query data from spatial and non-spatial relational databases including MS SQL Server.
  • Proficiency in use and editing or creation of APIs for data extraction, transformation, loading (ETL) and analysis.
  • Proficiency using ESRI ArcGIS 10.x software suite including Model Builder and Spatial Analyst extensions.
  • Proficiency in spatial data creation, editing and maintenance in ESRI ArcSDE 10.x.
  • Proficiency using ArcGIS Online or other web mapping platforms.
  • Proficiency using Microsoft Office 2007 Professional Suite (Access, Excel, Word, Powerpoint).
  • Experience with project tracking applications including Microsoft Project.
  • Experience with data visualization and graphics tools for the creation of professional presentations reports, web content, or public relations materials.
Preferred Skills:
  • Experience with municipal data and functions (permits, inspections, zoning, etc.)
  • Proficiency in geospatial and statistical methods and analysis.
  • Experience scripting languages including Python.
  • Cartographic design experience for web and hardcopy maps.
  • Experience with ArcGIS Online to implement dashboards, web applications, and mobile field data collection (Collector). Familiarity with versioning or distributed editing in ArcGIS SDE environment.

Qualifications

  • Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical/GIS focus), Statistics, Information or Computer Science, or Civil Engineering. 
  • Master’s degree is preferred. 
  • A minimum of two years of professional experience performing project management on GIS-related projects including supervision and leadership of a team.
