Agency Description

The Department of Behavioral Health and Intellectual disAbilities is responsible for the full continuum of Behavioral Health Care for Philadelphia, including Mental Health, Substance Misuse, and Intellectual Disabilities.  Dedicated to Recovery, Resilience, Evidence-Based, and Patient Centered care, DBHIDS is progressive, innovative and inclusive in its design, support, implementation and oversight.

Job Description

The CPO for DBHIDS has responsibility for the oversight of city personnel services, as well as coordination and integration of employees across the behavioral health network and provider services network.  In integrating administrative and fiscal processes into human resources function, the Director ensures a smooth flow of information and services across the many functions that fall under the Human Resource Unit.

The CPO will create an infrastructure that develops a clear DBHIDS structure and human resources culture with deliverables that are measurable, outcomes oriented and aligned with the goals and strategic priorities of the organization.

The CPO will participate as part of the DBHIDS administrative management team and be responsible for:

  • Day to day HR management of the various sub-units under DBHIDS HR, including:
    • timekeeping, payroll, complaints/grievances, joint labor management meetings, on-boarding, promotions, vacancy management, leadership training, recruitment and retention, and benefits
  • Personnel budget preparation and maintenance. 
  • Engagement and Communication – investing in current employees, bringing integration to the various divisions, opening communication channels and establishing practices that support increased engagement in the work and the workplace.
  • Personnel development; including the development of the middle layer of management and empowering them toward future growth and leadership.

Qualifications

MA in relevant field with minimum 10 years’ experience in a senior level position in Human Resources, preferably in a social services organization.

Competencies, Knowledge, Skills and Abilities

  • Deep knowledge of Human Resources and people management, techniques and competency.
  • High level of communication and relational skills. 
  • Team building, employee development and labor management skills. 
  • Ability to work across sectors and advance innovative ideas and employee engagement

Additional Information

Philadelphia residency is not required at the time of application. Once hired, employees have six months to move into and maintain residency in the City of Philadelphia as a condition of employment.
