Agency Descriptions:

The Mayor’s Office of Legislative Affairs helps manage the Mayor’s legislative priorities and otherwise assist in the passage of legislation to enhance the operations, policies and procedures of the Administration. This Office serves as the main liaison to the legislative branch of City government, and maintains relationships with other City, State, and Federal elected and Administrative Officials.  

Job Description

The Assistant Director of Legislation reports to the Director of Legislation and the Deputy Mayor for Policy and Legislation. The Assistant Director works closely with the Mayor’s Office, departmental leadership and City Council members and staff in the legislative process to develop and address legislation in light of Mayoral priorities and City needs. The Assistant Director maintains a schedule of City Council hearings and activity and ensures proper representation of Administration witnesses at each hearing. In conjunction with the Director and the Deputy Mayor, the Assistant Director helps write testimony for Administration witnesses and prepare the appointees to speak before Council.

Essential Functions:

  • Research and write legislation and amendments to legislation in conjunction with the Law Department.
  • Provide knowledgeable, comprehensive support throughout legislative process to departmental leadership. 
  • Maintain a schedule of City Council hearings and meetings with necessary corresponding administration responses.
  • Meet regularly with City Council Technical and Legislative staff to ensure open communication and Administrative responsiveness to requests,
  • Brief Deputy Mayor and Director of Legislation and any applicable staff or superiors on legislation proposed or being drafted.

Qualifications

•    Bachelor’s degree from an accredited four-year college or university
•    Law Degree or advanced degree in Public Policy or Government Administration preferred. 

Competencies, Knowledge, Skills and Abilities:

•    Ability to relate comfortably and effectively with people of diverse levels of seniority and backgrounds.
•    Ability to negotiate under varying circumstances, and in light of operational or policy objectives.
•    Experience in legislative drafting preferred.
•    Experience in witness preparation preferred.
•    Ability to analyze legislation and its Administrative consequences.
•    Excellent verbal and written communication skills.

Additional Information

Successful candidate must be a city of Philadelphia resident within six months of hire.
