Job Description

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer. This position is within the CityGeo of OIT led by the Chief Geographic Information Officer (GIO). The CityGeo team manages enterprise GIS operations for the city including on-prem and cloud services, application development and sophisticated data integrations, large scale technology and data contracts, and governance for geodata sharing and development standards. The team is responsible for 24/7 operations with a goal of service deliver with 99% up time. The CityGeo team performs some of the most innovative work in municipal government on data analytics, application development and use of spatial data technology applied to a range of city services and constituencies, including those supporting public safety operations. The team is committed to resolving long-standing addressing and property data issues within City government.

The Senior GIS Projects Manager (Sr PM) is responsible for supervising a team of 5-6 GIS analysts who perform high-level analytical work, complete high-priority projects across an array of domains and subject matter, and maintain components of the city’s GIS enterprise meeting 24/7 service level agreements. This is a position that requires experience to successfully initiate and complete GIS and projects in collaboration with technical and non-technical City staff and contractors. A successful Sr PM will engage stakeholders across many city departments (who work at GIS analyst, manager or project manager levels) to successfully complete projects on time and to deliver high-quality solutions. This position reports directly the Chief Geographic Information Officer.

The Sr PM will oversee: creation and maintenance of data models for decision support across multiple departments; creation of Extract, Transform and Load (ETL) for use in analytical tools, development of AGO web app builder sites, CARTO Builder apps, and storymaps; setup and supervision of mobile data collection projects; and promotion of data standards, and maintenance of landmarks and basemaps datasets and administration of a multi-user editing environment to maintain citywide planimetric data owned by different departments; and metadata administration. The Sr PM will mentor the Lead GIS Analyst coordinating the Next Generation E-911 address point geodatabase and reconciliation project and work with the Chief Geographic Information Officer on long-term process to ensure successful adoption of the Next Generation 911 data citywide. The Manager will also work closely on collaborative projects and share HelpDesk responsibilities with Deputy GIO for Architecture and Planning and GIS Manager for AGO/Esri ELA/GIS Contracts. The Sr PM will also collaborate routinely with the City’s Open Data team and Office of Property Data.

Candidates for the position must poses strong communication skills with the ability to coach, assign and review work of GIS analyst team.

Essential Functions
    Perform all facets of project management including initiation, scoping, requirements gathering, defining methodologies, drafting charters and timelines, drafting status reports, documentation, and presentations and overseeing testing of deliverables.
    Provide leadership, mentoring and direction to GIS analysts. Prepare routine performance evaluations and professional development plans.
    Manage multiple projects of competing priorities requiring coaching of stakeholders (technical and non-technical), oversight of contractors, and with a relentless attention to detail as to ensure success and on-time delivery.
    Provide oversight on the creation of ETLs and data integrations to successfully power applications, analytic data models or map services in 24 hr/7 day per week (99% uptime SLA) production environments for use by city agencies, contractors and the public.
    Provide direction and supervisory support on Next Generation E-911, multi-user enterprise data editing, ArcGIS Online/Portal administration, mobile data collection projects, data modeling projects – that will support 24/7 city operations.
    Ensure resolution of IT Help Desk requests assigned to GIS analysts in coordination with GIS Manager.
    Manage meetings to execute on action items and achieve clarity of roles and accountability and consensus on goals and objectives by departmental customers, technical staff, stakeholders, and contractors.
    Ensure that projects are have fully documented scope of work, procedures, and summaries.
    Encourage the professional growth and development of staff in emerging areas of spatial and information technology.
    Evaluate and act on system reports of the status of enterprise systems, ArcGIS Online or Portal organizations, metadata database, and ETL processes to improve performance, ensure compliance with standards and policies, and report out findings to stakeholders.
    Coordinate training of new hires to city government with GIS roles or analysis responsibilities requiring use of the city’s spatial data and technologies.
    Prepare and conduct presentations and represent the team at conferences and meetings.

Competencies, Knowledge, Skills and Abilities

    ArcGIS Desktop 10.x and ArcPro for editing, geoprocessing, modeling and cartographic output.
    ArcGIS Online or Portal to support web apps, storymaps, Collector and Survey 123 field data collection projects, and publishing data to the public using Esri Open Data.
    Non-Esri web mapping and data publishing tools including CARTO or Mapbox.
    ArcGIS Server as it relates to managing multi-user, versioned editing spatial geometry types in Microsoft SQL Server and Oracle RDBMS.
    ETL processes utilizing scripting languages such as Python to enable and sustain applications RDBMS, APIs, web services for production environments with responsibility for 24/7 operation and 99% up-time.
    Integration of multiple data sources using APIs and database connections for analysis in ArcGIS, ArcPro, CARTO, MS Business Intelligence or BI Pro, and -R.
    Familiarity with facets of data modeling using Python, -R, and Esri ModelBuilder
    Team supervisory skills: the ability to inspire, direct and review the work of staff with strong technical skills and insights, who are motivated to achieve success on civic-oriented projects.
    Ability to conduct requirements gathering, interpret needs, and design solutions and manage expectations.
    Project management including timeline planning, documentation, personnel and technical resources, stakeholder engagement, QA/QC, and preparation of deliverables.
    Collaboration skills; ability to adapt quickly between technical and non-technical teams to accomplish shared goals and objectives on time.
    Strong oral and written communication skills to provide clarity to staff, stakeholders and contractors – all of whom may have very low to very high ranges of technical expertise.
    Use of Trello, Slack, Confluence, MS Office suite, Google Drive, Blackboard/Basecamp or similar.

Qualifications

    Minimum of 4 years of experience managing GIS teams at an enterprise level with demonstrated use of ArcGIS Server version 10.x or higher, multi-user geodatabase editing on a commercial RDBMS, administration of Portal or ArcGIS Online for enterprise map and data publishing, and use of Python or other scripting tools to design and manage ETL processes for 24/7 production environment.
    Completion of a Master’s Degree program at an accredited college or university, which has included major course work in computer science, information science, geography, GIS or a closely related field.
    Education and experience requirements can be waived by the hiring committee for applicants that are found to be exceptional strong in the area of GIS environment administration at enterprise levels.
