AGENCY DESCRIPTION

The City of Philadelphia Board of Pensions and Retirement (“Board”) was created by the 1951 Philadelphia Home Rule Charter (“Charter”) as an independent board, that is, one not connected to any particular City department. The composition of the Board, spelled out in the Charter, includes nine voting members and one non-voting member. The Board is vested under state law, the Charter and City ordinances to be trustees of the Plan, with exclusive authority and full powers to control and manage the Plan’s investments (“Fund”).

Job Description

POSITION SUMMARY

The City of Philadelphia Board of Pensions and Retirement, with assets exceeding $4 billion, is seeking an Audit Manager. This position will audit all aspects of the of the City of Philadelphia Municipal Employees Retirement System.

SALARY - $100,000

ESSENTIAL FUNCTIONS

The Audit manager will be responsible for auditing benefit and withdrawal payments; pension contribution rates and amounts; employer contributions from the City of Philadelphia and quasi-agencies; employee plan membership; investment manager fees; invoices from and payments to service providers, and vendors of supplies and equipment. This position will also develop and monitor all performance metrics.

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrated ability to audit a wide range of financial and non-financial activities.
  • Strong knowledge of accounting and auditing practices and procedures.
  • Strong knowledge of defined benefit and defined contribution pension plans.
  • Strong interpersonal skills and ability to interact with senior management, senior government officials, and other stakeholders.
  • Ability to accurately scope out length and difficulty of tasks and projects; set objectives and goals; measure performance against goals; evaluate results.
  • Ability to use rigorous logic and methods to solve difficult problems with effective solutions; probe all fruitful sources for answers; see hidden problems; provide honest analysis.

Qualifications

Five years of experience in a financial institution, large corporation, governmental agency, or similar organization, which has involved auditing major portions of that entity’s operations, and working with defined benefit and defined contribution pension plans.
