AGENCY DESCRIPTION

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

POSITION SUMMARY

The City of Philadelphia, Office of Finance is currently engaged in an active Project to modernize the City’s administrative Human Capital Management Systems which include HR, Benefits, Payroll, Time Collection and Pensions.

The Project underway is being developed utilizing Oracle’s eBusiness Suite HCM modules of HR, Benefits, Payroll and, Time and Labor. Oracle’s PeopleSoft Pensions Administration module is being utilized to replace the City’s current Pensions application. Oracle’s Business Intelligence and HR Analytics software is to be implemented for a data warehouse. Oracle’s User Productivity Kit (UPK) is being used to facilitate training.

The City is seeking an individual who can enter into a data processing Project in mid-stream and provide a solid methodology in the gathering and analysis of business requirements across a wide spectrum of Human Capital Management disciplines. This individual does not necessarily need an in-depth knowledge of all things related to procedures and processes for employee management, but should be able to quickly identify issues and have the experience to facilitate, document, analyze and define solutions as needed from the business perspective. This individual should have strong analytical and communication skills. This position requires a dynamic self-starter with strong analytical and some practical knowledge in how a City may operate or have the skills to quickly gain elements of knowledge to be effective in this role. The Project Team comprises a core of highly motivated and experienced individuals in a high-paced Project environment. This individual should have a strong desire to learn about the City’s various departmental needs, including requirements gathering, understanding requirements, analyzing business needs as changes occur, together with a keen interest in learning relative aspects of the Oracle software and functionality. This individual will be working with the Project Team in developing their knowledge and skills for the position as the Project progresses. Types of activities will include working with Team Members and clients in the analysis and definition of reports, processes, interfaces and other activities typical of a development project. Once the Project is implemented, this individual will have the opportunity to continue with the Project as it transitions into a long-term support model to keep abreast of changing business needs and defining these needs to the Team for changes.

Project team work hours are generally 9 AM to 4 PM, Monday through Friday, excluding holidays. The Project at times may require additional work time to complete critical tasks within Project schedules. This individual is required to live within the City’s limits (Zip Code 191xx) within 6 months after starting the position.

SALARY - Commensurate with education and experience

ESSENTIAL FUNCTIONS

  • Plan and monitor business analysis work for various projects simultaneously
  • Work with stakeholders to identify and understand their needs and concerns, understand the environment in which they work, and ensure stakeholder’s actual underlying needs are understood, rather than their stated desires
  • Manage and communicate requirements appropriately to ensure stakeholders and the project team remain in agreement on the solution scope, how requirements are communicated to stakeholders, and how knowledge gained by the business analyst is maintained for future use
  • Identify a business need, refine and clarify the definition of that need, and define a solution scope that can feasibly be implemented by the business. Techniques used include: problem definition and analysis, business case development, feasibility studies, and the definition of solution scope.
  • Prioritize and progressively elaborate stakeholder and solution requirements in order to enable the project team to implement a solution that will meet the needs of the sponsoring organization and stakeholders. Techniques used include: analyzing stakeholder needs to define solutions that meet those needs, assessing the current state of the business to identify and recommend improvements, and verifying and validating of the resulting requirements.
  • Assess proposed solutions to determine which solution best fits the business need, identify gaps and shortcomings in solutions, and determine necessary workarounds or changes to the solution. In addition, assess deployed solutions to see how well they met the original need so that the sponsoring organization can assess the performance and effectiveness of the solution.
  • Supervises and/or coaches more junior business analysts and business area leads.

Qualifications

  • Completion of a Bachelors degree program at an accredited college or university, which has included major course work in Computer Science or Information Systems
    OR
    An equivalent combination of education and experience
  • Minimum six (6) years’ work experience, preferably within IT, and six (6) years business analysis experience
  • Experience working in a large governmental environment preferred.
  • Project/program management principles and tools a plus 
  • Oracle ERP experience preferred but not essential
