AGENCY DESCRIPTION

The Managing Director’s Office of Emergency Management (MDO-OEM) is the coordinating agency for emergency management activities in the City of Philadelphia. Through an integrated emergency management program, MDO-OEM works to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and identify resources to support the overall preparedness of the City of Philadelphia.

The Operations Division develops and applies technical infrastructure, systems and processes, and equipment to advance the preparedness mission of OEM. Operations contains the physical footprint of OEM and manages the City’s Emergency Operations Center, Regional Integration Center, Mobile Command Post, response vehicle fleet, and warehouse. The division also focuses heavily on incorporating and innovating technology platforms and geospatial data to provide emergency responders and officials with prompt and comprehensive information on incidents. Operations directly supports the work of the Planning and Public Affairs divisions to ensure that emergency plan needs are met with reliable systems and equipment.

Job Description

POSITION SUMMARY

MDO-OEM is seeking a Deputy Director to lead the Operations Division of the organization. Candidates for this position should possess a strong desire to work in a team-oriented, fast-paced, professional public safety environment, and a willingness to serve the public in the sixth largest city in the nation. The successful candidate for this position will assist with the development, strategic planning, implementation, and evaluation of an integrated preparedness program to support the preparedness for and response to emergency incidents in Philadelphia.

All personnel must be City residents within six months of hire and are required to serve periodically on on-call field response teams. MDO-OEM staff also periodically work during non-business hours for extended periods of time, as needed in a field environment, and during activations of Philadelphia’s Emergency Operations Center (EOC).

SALARY - $80,000 - $88,000 per year

ESSENTIAL FUNCTIONS

The Deputy Director for Operations is responsible for a range of preparedness and response activities including, but not limited to, the following:

  • Serve as advisor to Deputy Managing Director for Emergency Management
  • Manage and supervise MDO-OEM’s Operations staff, including assigning and reviewing work of subordinates 
  • Oversee and manage agency response assets including facilities, vehicles, equipment, and technology/communications systems
  • Ensure that the City’s EOC is in constant state of operational readiness
  • Manage the development and coordination of plans and procedures, such as:
     Emergency Operations Center
     Mobile Field Command Post
     Incident Management System
     Credentialing
     Logistics
  • Provide guidance and analysis of emergency plans to support MDO-OEM Planning Division Projects 
  • Formulate plans for MDO-OEM activities and identification of resource needs 
  • Successfully complete required courses to gain working knowledge of a variety of emergency operations issues, familiarization with primary stakeholders, and other fundamentals of the practice of emergency management 
  • Develop and maintain partnerships with a variety of stakeholders from local, state and federal government as well as community-based organizations, non-profit organizations and private entities 
  • Assist in the coordination and maintenance of effective working relationships 
  • Conduct special projects 
  • Perform other work as required

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • At least 8 years of operational experience in applying principles, effective response actions and knowledge of emergency operations and response
  • Experience managing a diverse workforce
  • Ability to function professionally in rapidly changing and stressful environments.
  • Working knowledge of the National Response Framework (NRF), National Incident Management System (NIMS), and Incident Command System (ICS), and 
  • Strong writing and interpersonal skills 
  • Ability to interpret federal and state emergency management requirements and regulations 
  • Ability to manage multiple projects in a high pressure work environment 
  • Ability to communicate effectively orally and in writing 
  • Ability to coordinate diverse groups toward a common goal 
  • Ability to maintain effective working relationships and develop partnerships 
  • Proficiency with Microsoft Office software (Word, PowerPoint, Excel, Access) 

Qualifications

Training and Experience

  • Completion of a bachelor’s degree from an accredited college in public administration or related field. 
  • 8 years of experience working within an emergency management, public safety, or military organization. 
  • Familiarity with public safety, utilities, human services and community based organizations within the City of Philadelphia is preferred but not required. 
  • An equivalent combination of education and experience in a related field will be considered pending approval by MDO-OEM and the Personnel Department. 

Licenses, Registrations, and/ or Certificates

  • Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania within six months of hire.
  • Completion of Federal Emergency Management Agency training courses (ICS 100, 200, 700, and 800B) within first month of hire.
