AGENCY DESCRIPTION

This position will sit within the Managing Director’s Office (MDO) which provides oversight of the City’s major operating departments. The MDO provides support, assistance, and coordination to build sustainable infrastructure within and across departments, ensuring the efficient delivery of quality services to the public.

The Citywide Out-of-School Time (OST) Initiative is developing a shared, coordinated and inclusive OST system that reaches ambitious goals on behalf of Philadelphia’s young people. This is a cross-sector, holistic initiative that is working to align various OST efforts from city departments as well as other existing and potential OST stakeholders.

The OST Initiative Volunteer Program Manager is a new position that is grant funded and will be focused on implementing a new volunteer-based OST early literacy intervention as well as centralized volunteer system. While this new position will report directly to the City’s Chief Service Officer, s/he will work in close collaboration with the Department of Human Services’ OST team, the Citywide OST Initiative Director as well as the other members of the OST Steering Committee.

This is a new phase of work that builds upon current and past investments in Philadelphia’s OST community. This effort is also rooted in the national afterschool systems building work of the Wallace Foundation. The Initiative’s nine-year plan looks to harness the power of all OST stakeholders to realize the full potential of Philadelphia’s OST. Job Description

POSITION SUMMARY

The Volunteer Program Manager (VPM) position is a critical piece of the volunteer-based OST early literacy intervention. The VPM’s main role is to recruit, train, celebrate and retain a diverse portfolio of volunteers to serve as literacy tutors at our reading sites in coordination with the Program Manager and Site Coordinators. Reporting directly to the Chief Service Officer of the Office of Civic Engagement and Volunteer Service (OCEVS), the VPM strategizes and project manages the overall volunteer recruitment strategy for this intervention. In coordination with the Chief Service Officer, the VPM will also be integral to shaping the larger citywide volunteer engagement system. The VPM is an expert relationship maximizer, is goal-oriented, and is excited by both strategic and on-the-ground work.

This is a full-time temporary grant-funded position for three years.

SALARY - $65,000-$80,000

ESSENTIAL FUNCTIONS

The duties of the Volunteer Program Manager include:


  • Developing and executing a comprehensive community engagement strategy to meet and exceed volunteer recruitment targets
  • During the first year of the pilot, recruit, and manage volunteers to fill 180 volunteer shifts per site
  • Developing and executing orientation and continued training for volunteers
  • Supporting the Chief Service Officer in conducting orientations for new volunteers as necessary
  • Establishing a consistent, streamlined process for maintaining and storing clearances
  • Developing a progressive leadership structure to engage volunteers in leadership roles
  • Collaborating with the Citywide OST Initiative and School District of Philadelphia personnel to ensure successful implementation of this pilot
  • Planning and running celebration events
  • Compiling and producing monthly reports 
  • Creating a database of volunteer stories and quotes
  • Expanding the program through relationships, training and innovative tactics
  • Other relevant duties as assigned

Demonstrate a strong aptitude for effective communication, remotely and in person, with direct reports, school stakeholders and others. Conduct difficult conversations with grace and ease.

Anticipate challenges and/or questions, and proactively execute solutions. Understand larger strategic priorities and make measurable progress against these larger goals. Make quick, sound, and on-the-fly decisions that consider all stakeholders. See the bigger picture and drill down to smaller details to connect the dots. 

Qualifications

  • Demonstrates knowledge of the Philadelphia regional educational and youth development landscape and the broader community
  • 3+ years of progressive experience in customer service, marketing, client management, community organizing or similar field
  • Has direct management and training experience of volunteers, interns and/or emerging professionals
  • Has database management experience and high level of comfort with MS Office, Google Apps
  • Has flexibility and adaptability in work style and work schedule, including some night and weekend time
  • Holds a bachelor’s degree or equivalent experience
  • Preference for bilingual speaker
