AGENCY DESCRIPTION

The Office of Director of Finance was created by the Home Rule Charter to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The division of Risk Management, analyzes the City's insurance and other risk exposure issues, including managing claims, workers' compensation, and service-connected disabilities. Provides insurance prevention programs.

Job Description

POSITION SUMMARY

PA attorney to work in Risk Management’s Employee Disability unit. The Unit oversees claims handling of City employee disability cases which were handled under the labor agreements, the PA Workers' Compensation Act, Civil Service Regulation 32, Pennsylvania Heart and Lung Act and the Pension Ordinance.

SALARY - Commensurate with experience

ESSENTIAL FUNCTIONS

The position provides direction to the Third Party Administrator's claims staff as to the proper handling of cases under the various benefits and laws and responds to questions about the compensability of claims, and how benefits should be paid. The attorney primarily coordinates and oversees unified defense strategy for legal team handling these Employee Disability matters and oversees all Employee Disability outside counsel matters.

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

This position requires a full knowledge of the Civil Service Regulation 32, Pennsylvania Heart and Lung Act laws, Philadelphia Pension Code and other related benefit systems.

Qualifications

A minimum of 5 years’ experience in workers’ comp is required.

Candidates must be a member of the Pennsylvania Bar.
