AGENCY DESCRIPTION

The mission of the Office of Homeless Services is to make homelessness rare, brief, and non-recurring. OHS works collaboratively with a broad-based network of public and private providers focused on utilizing practices that are informed by data, honor the different perspectives of all stakeholders, and are trauma-informed. OHS works to maximize resources while monitoring emerging trends, tracking progress, and shifting priorities as needed.

OHS is the Collaborative Applicant for the Philadelphia Continuum of Care, and is located within the Health and Human Services Cabinet, which includes the Departments of Behavioral Health and Intellectual disAbility Services (DBHIDS), Human Services (DHS), Mayor’s Office of Community Empowerment and Opportunity, and Public Health (DPH).

Job Description

POSITION SUMMARY

OHS seeks a System Performance Analyst to play an integral role in supporting the development and implementation of program and system-level performance standards.

SALARY - $62,000 per year

ESSENTIAL FUNCTIONS

  • Support the development of project level performance measures and standards according to housing type, including population served, and alignment with OHS and HUD system levels standards.
  • Provide technical assistance to CoC-funded projects in preparing and generating Annual Performance Reports out of the CoC’s homeless management information system (HMIS).
  • Support data collection and analysis efforts as they pertain to the Annual Homeless Point in Time Count and Housing Inventory Count.
  • Collaborate with the HMIS Lead and the CoC Planning Unit in the development of appropriate training and guidance materials to support internal and external staff in understanding and meeting performance level standards.
  • Assist in the development of improvement strategies with projects in response to deficiencies in performance and HMIS data quality issues.
  • Analyze quarterly data quality and performance reporting for all CoC, ESG, HOPWA, RHY, PATH/SAMHSA and state and local programs.
  • Respond to technical assistance questions from service providers in a timely manner via phone, email, and onsite support. 
  • Maintain a strong collaborative relationship with community partners and other organizations, including serving as a liaison between OHS, HUD, City departments, and CoC service providers.

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES


  • Proven ability and experience with data review, data analysis, and data quality oversight. 
  • Ability to see data in the “real-world” context – how the data relates to the homeless system as a whole and the individuals and families who are served. 
  • Excellent organizational and project coordination skills.
  • Excellent interpersonal skills –ability to serve as representative of City and agency in group and public forums.
  • Proven analytical skills.
  • Able to work (and thrive) under pressure.
  • Able to develop and produce reports/projects from start (data gathering) to finish (formatting/submission), including data clean-up, if necessary.
  • Able to work independently, take ownership of projects, and meet deadlines without extensive supervision.
  • Work collaboratively within a high-performing team. 
  • Able to realign priorities/work when time-sensitive projects arise.
  •  Background/experience in low income housing/homelessness/poverty. 
  • Appreciation for importance and value of complete and accurate data in the current funding climate, which places great emphasis on performance.
  • Proficient in Eccovia Solutions ClientTrack HMIS preferred.
  • Proficient in Microsoft Word, Excel, and PowerPoint.

Qualifications

Bachelor’s Degree required and at least four (4) years work experience in data analysis and project coordination; or an equivalent combination of education and experience deemed to be adequate.
