The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts: the Court of Common Pleas and the Municipal Court. The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia. The FJD is part of the Unified Judicial System reporting into the Pennsylvania Supreme Court of Pennsylvania.

Job Description

Position Summary:
This is an essential personnel supervisory position tasked with overseeing the day-to-day operations of the Electronic Monitoring Unit. The selected candidate will be expected to work non-traditional hours and shifts to maximize the supervisory coverage of this unit, which operates on a continual basis, including nights, weekends, holidays, and court-related closures. The selected candidate must have the ability to supervise independently and effectively, and a mixture of full-time and part-time employees tasked with facilitating the release of those court-ordered to Electronic Monitoring (EM) and responding to EM-related alerts. As stated above and with any entity within the First Judicial District, the Pretrial Services Department may be called upon to ensure the performance of essential duties or functions as deemed so by administrative and governing bodies, which may result in an individual being available to perform tasks and duties considered essential during court closures and non-traditional hours.

Essential Functions:

The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Supervises the Electronic Monitoring population to ensure court ordered guidelines are met.
  • Develops policies, goals and objectives relating to the efficiency of the Electronic Monitoring (EM) program and the EM Court Order process.
  • Directs, plans, assigns, and supervises work of subordinate supervision and line staff.
  • Regularly reviews EM work procedures to ensure efficient use of staff and expeditious process of work.
  • Reviews work of supervisors and their subordinates for accuracy and completeness and evaluates employee performance as it pertains to EM job functions.
  • Provides work direction and training as needed to subordinate staff pertaining to the Electronic Monitoring process and supervision.
  • Assists clients and the general public, in person, and via telephone, about any Electronic Monitoring issue, inquiry or complaint.
  • Interacts with judicial staff, attorneys, outside organizations and Boards or Councils in an Electronic Monitoring advisory role.
  • Utilizes computer and software applications for word processing, spreadsheet, and database functions to prepare documents, spreadsheets, and records to incorporate into weekly, monthly, or annual reports.
  • Attends trainings and meetings, as required, to keep acquainted with the current processes and enhancements as it pertains to Electronic Monitoring trends and equipment.
  • Serves as an across-the-board assistant to the manager.

Marginal Functions:

  • Performs related functions and assignments as required or assigned by an administrative superior.

  • Standard clerical office conditions.

Competencies, Knowledge, Skills and Abilities:

  • Considerable knowledge of the English Language and grammar usage.
  • Considerable knowledge of Electronic Monitoring.
  • Considerable knowledge of office management standards, procedures and practices.
  • Considerable knowledge of supervisory methods and practices.
  • Some knowledge of the principles of procedures analysis, work simplification, and forms and records control.
  • Knowledge of the principles, standards and goals of administrative organization and management.
  • Ability to learn within a reasonable period of time all of the functions, policies, procedures necessary to perform daily task and job duties within the EM unit.
  • Ability to supervise a moderate sized group of employees engaged in varied tasks.
  • Ability to represent the unit in conferences and meetings with the public and private officials.

Work-Life:

Working hours are 40 hours per week. This is a full-time, in person position with the First Judicial District of Pennsylvania.

Qualifications

1. A bachelor's degree from an accredited college or university and four years of administrative experience, two

years having been at the full performance level.

OR

2. Equivalent combinations of education, training and experience providing the characteristics required to

perform the essential functions of the class may substitute.

3. Appropriate experience in the use of personal computers and Windows software applications.

Salary Range: $60,748 – $67,334
