Agency Description

The Office of Innovation & Technology (OIT) is the central information technology agency
for the City of Philadelphia, and is led by the Chief Information Officer. OIT is seeking a Geospatial Systems Engineer to work closely with the Enterprise Architect in the maintenance and advancement of the Public Safety geospatial enterprise environment the City of Philadelphia. The GIS System Engineer will be involved in the design, implementation, and support of a multi-tiered environment that supports the Public Safety community along with core applications that are critical to supporting the business functions of the city. While the position will focus on server and database administration/technology, the Public Safety GIS Group is looking for individuals that will continue to enable innovation with the GIS environment and community.

Job Description

Essential Functions
• Application/services/hardware/software monitoring and troubleshooting to ensure high availability and reliability. Contribute to system incident response, event handling and reporting.
• Administration, maintenance, and configuration of an enterprise GIS environment running ArcGIS Server.
• ArcSDE administration that uses versioned, replicated, and distributed methodologies leveraging SQL or Oracle.
• Administration and maintenance of cloud-based environments leveraging Amazon Web Services or Microsoft Azure.
• Responsible for Extract, Transform, and Load (ETL) processes for internal and external needs.
• Python script management and maintenance.
• Preparing and maintaining of the system, technical, and user documentation.
• Installation, configuration, testing, tuning and administration of web/application servers.
• Install and upgrade new/current servers and configure software, peripherals, services, settings, directories, and storage using standards and project/operational requirements.
• Perform activities to ensure robust disaster recovery, backup, and retention plans.
• Manage software inventory and license managers for Public Safety (Esri Enterprise Licenses Agreement, Microsoft, and Development Software).
• Responsible for identity/user management.
• Coordinate and collaborate with network engineers, security, and database administrators to ensure business needs are successfully met.
• Administration and configuration of ArcGIS Online and Portal.
• Responsibilities may occasionally require working evenings and weekends.
• Work both independently and part of a team while taking a proactive approach.
• Communicate and engage with management, administrative and technical staff along with a larger geospatial community.
• Investigate and resolve technical issues for large environments.
• Learn new technical abilities as technology is constantly changing.

Competencies, Knowledge, Skills and Abilities
• Working knowledge of Windows Server 2008 or higher in physical and virtual environments.
• Working knowledge of IIS administration, python scripting, network configurations, network security, and change management protocols.
• Microsoft SQL Server and Oracle databases.
• Experience administrating and configuring Internet Information Services (IIS) and Windows Servers
• ESRI ArcGIS Server/ArcSDE system design, maintenance, and administration preferably in data/operations center environment or a large organization at an enterprise level.
• Spatial/Geometry data types in Microsoft SQL Server and Oracle.
• Web services and data interchange formats such as XML and JSON.
• Extract, Transform and Load (ETL) processing utilizing scripting languages such as Python.
• Performance/testing tools such as Fiddler or Apache JMeter
• Open Source database software such as MongoDB, Hadoop, and PostgreSQL.
• Open Source software: GitHub, CARTO, MapBox.
• C++, Java, C#, or other modern programming languages.
• Python scripting Internet technologies such as XML, HTTP, AJAX, REST, web services, and related emerging web standards

Qualifications

Qualifications (Education and Experience)
• Minimum of 2 years’ experience performing GIS environment administration at an enterprise level utilizing ArcGIS Server. Version 10.1 or higher.
• Completion of a Bachelor’s Degree program at an accredited college or university, which has included major course work in computer science, information science, or a closely related field with a minimum of two years’ experience.
• Degree can be substituted for industry certification with a minimum of 3 years’ experience.
• Education and experience requirements can be waived by the hiring committee for applicants that are found to be strong in the area of database administration.
