Job Description

POSITION SUMMARY
Responsible for operational planning and guidance of the department’s Emergency Medical Services (EMS), a mission area which includes Advanced Life Support (ALS) and Basic Life Support (BLS). Extensive and substantive contact with key elected officials, clinical and professional members of the local emergency and health services communities, the media and community at large is required. Work is performed under general direction of the Medical Director and Fire Commissioner or designee.

ESSENTIAL FUNCTIONS

  • Administers major segments (e.g. management of special response teams, special projects management, overall agency preparedness) of the Department’s responsibilities, as assigned by the Commissioner or designee.
  • Directs the education and training, continuing education, evaluation of patient care techniques of departmental personnel.
  • Sets practical guidelines for emergency medical response, under the guidance of the Medical Director
  • Ensures departmental adherence to regulatory mandates, including but not limited to maintaining licensure by the state
  • Leads continuous quality management for the EMS division by reviewing patient outcome data
  • Participates in local and regional planning activities regarding community based hazards and emergency response.
  • Participates in budget preparation, grant application and administration, and general administration of department finances.
  • Researches state and federal programs to secure financial and technical assistance for local emergency services programs.
  • Provides advice to department regarding interpretation and application of pre-hospital care procedures.
  • Develops policies and procedures to effectively address departmental needs and resolve operating problems.
  • Performs a variety of related duties as required or assigned.


COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of emergency medicine procedures, techniques, policies, codes and laws.
  • Knowledge of principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
  • Ability to prepare, justify, and/or administer the budget for program area; understanding of grants, budget preparation, and general administration government finances.
  • The ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.
  • Exceptional communication skills that foster trust, mutual respect, and positive staff interaction to encourage the flow of information about what is happening throughout.
  • The ability, based on excellent communication with other employees in the Department, to learn about issues before problems occur, the discretion to handle and escalate as appropriate.
  • Organizational savvy: understands how Fire & EMS industries functions; familiar with the formal processes for getting work done and has the initiative and approachability to accomplish work through the appropriate channels.
  • Familiarity with the information governance practices (through discovery practice, risk management, IT or other work) that underlie application development strategies.

Qualifications

  1. Bachelor’s degree and ten (10) years clinical experience involving pre-hospital emergency medical services. A relevant advanced degree can substitute for 1 to 2 years of experience.
  2. Backgrounds or certifications desired include, but are not limited to: Physician Assistant, PA Certified Emergency Nurse, Advanced Practice Nurse, Critical Care Paramedic or significant prior experience in emergency medicine or intensive care. 
  3. Management and/or supervisory experience, policy setting experience and budget/fiscal experience desired.
  4. Insurance and/or billing experience required; demonstrated success in maximizing collections preferred.
