AGENCY DESCRIPTION

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

Job Description

POSITION SUMMARY

The City of Philadelphia, Office of Finance is currently engaged in an active program to modernize the City’s administrative Human Capital Management Systems which include HR, Benefits, Payroll, Time Collection and Pensions. The current legacy system for the HR and Benefits components are the Oracle’s eBusiness modules. The remaining components are legacy mainframe systems.

The program underway is being developed utilizing Oracle’s eBusiness Suite HCM modules of HR, Benefits, Payroll and, Time and Labor. Oracle’s PeopleSoft Pensions Administration module is being utilized to replace the City’s Legacy main-frame Pensions application. Oracle’s Business Intelligence and HR Analytics software is to be implemented for a data warehouse. Oracle’s User Productivity Kit (UPK) is being used to facilitate training. The City has engaged an outside implementation vendor as the systems integrator responsible for the development and implementation of the Oracle application modules on an off-site Oracle Managed Services hosted infrastructure. 

The program is currently nearing completion of the development and testing stage which includes a substantial number of extensions. Reports development and interface work is also in progress. 

The role involves close interaction with the City’s implementation vendor. 

ESSENTIAL FUNCTIONS

  • Supervises and works with program resources and stakeholders to monitor cost, schedule, and technical performance of the program, while working to ensure the ultimate success of the program. 
  • Generally responsible for determining and coordinating resources among their constituent projects to the overall benefit of the program. 
  • Responsible for stakeholder management particularly stakeholders external to the organization.
  • Ensure project schedules are created and maintained with identified milestones. 
  • Ensure project compliance with all stage gate reviews.
  • Coordinate with external vendors and organizations as required.

  • Working effectively across organizational boundaries

Qualifications

  • Completion of a Bachelor’s degree program at an accredited college or university, which has included major course work in Computer Science or Information Systems. Master’s degree preferred.
  • Seven (7) years or more of applicable work experience that includes seven (7) or more years of complex project and/or program management experience
  • Experience working in a large governmental environment preferred
  • PMP and PgMP Certifications preferred
  • Successful implementations of Oracle EBS and PeopleSoft Pensions solutions
