AGENCY DESCRIPTION

The Office of Transportation and Infrastructure Systems (oTIS) is charged with driving change through our transportation and infrastructure systems. oTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, and Philadelphia Water Department (PWD), to provide cost-effective quality services with a focus on the resident. oTIS is the lead agency for the planning, implementation and program management of the Indego Bike Share Program.

In addition, oTIS collaborates with organizations such as Amtrak, DVRPC, Philadelphia City Planning Commission, Commerce Department, Department of Public Property, PATCO, PennDOT, Philadelphia International Airport, Philadelphia Regional Port Authority, Philadelphia Parks and Recreation, Philadelphia Police Department, School District of Philadelphia, SEPTA. Job Description

POSITION SUMMARY

This position is responsible for supporting the development and implementation of the City’s transportation grant strategy. This includes all steps in the process, from application to approval of federal, state and private grants for transportation related projects within the Office of Transportation and Infrastructure Systems. This position would perform grant research, grant writing, grant program design and implementation, compliance and grant reporting, as needed, as well as assist in the budget development process and perform budget analysis duties as assigned. A methodological and analytical approach to track and meet grant requirements, as well as clear communication of rules, regulations, specifications, requirements, and objectives across oTIS and partner departments and agencies will be a significant aspect of the work.

ESSENTIAL FUNCTIONS

  • Identify potential grant support from government agencies, foundations, and corporations to meet the financial and operational needs of the Office of Transportation Systems
  • Assist oTIS staff by connecting their indicatives and projects to funding opportunities.
  • Identify and develop strategies to optimize the grants administration process
  • Perform relevant research to identify available grant opportunities and evaluate the results
  • Directly involve in project staff in grant writing 
  • Keep the relevant staff informed about upcoming deadlines and deliverables, thereby ensuring smooth completion of grant related responsibilities
  • Facilitate budget plans 
  • Provide detailed reports to the funders with respect to the projects or initiatives progress as needed
  • Monitor paperwork and other related documents connected with grant-funded programs
  • Maintain records of all payments and receivables and prepare quarterly records for all grant related activities
  • Provide training to the new staff on grants management and reporting requirements

Facilitate quarterly grant update meeting with partner departments and agencies.

  • Knowledge of the transportation funding, especially related to multimodal transportation systems

  • Possess good knowledge of planning and strategizing financial and budgeting issues
  • Ability to work within a team and provide support to the OTIS staff

  • Experience with basic financial management skills including developing and monitoring budgets and financial reporting
  • A multi-tasker with strong ability to work under pressure
  • Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail.
  • Advanced knowledge of Microsoft Office (word, excel, and PowerPoint)
  • Experience with Adobe Creative Suite

Qualifications

  • Completion of a bachelor's degree program at an accredited college or university. Master's degree desirable.
  • One or more years of experience in grant writing and administration or equivalent or appropriate internship as defined by the department
