The Office of Transportation and Infrastructure Systems (oTIS) is charged with driving change through our transportation and infrastructure systems. oTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, and Philadelphia Water Department (PWD), to provide cost-effective quality services with a focus on the resident. oTIS is the lead agency for the planning, implementation and program management of the Indego Bike Share Program.
In addition, oTIS collaborates with organizations such as Amtrak, DVRPC, Philadelphia City Planning Commission, Commerce Department, Department of Public Property, PATCO, PennDOT, Philadelphia International Airport, Philadelphia Regional Port Authority, Philadelphia Parks and Recreation, Philadelphia Police Department, School District of Philadelphia, SEPTA. This position supports the oTIS management team and senior decision makers in the operation of the Vision Zero task force and subcommittees, and assists in the planning and management of active transportation networks. This position focuses on the ongoing programs related to Vision Zero, the continued development of the complete streets network, supporting walking and cycling improvement programs, and contributes to the development of planning and design guidelines for making walking and cycling safe, comfortable and convenient for people of all ages and abilities.
- Assist in managing Vision Zero committees and the implementation of the Vision Zero actin plan across Engineering, Education, Enforcement and Evaluation/Data
- Supports the planning, conceptual design and public consultation for major walking, cycling and public realm street improvement projects and active transportation initiatives.
- Works directly with oTIS planners, Streets Department engineers and other City divisions to develop conceptual designs for safety improvements
- Assist in developing guidelines and procedures and conducts analysis and research for various levels of internal management as well as external stakeholders and civic groups
- Keep current on emerging trends and best practices in the planning and design of active transportation infrastructure, public realm and complete street design
- Prepare and deliver technical presentations to the public and external agencies
- Coordinate with the office transportation communications specialist to manage Vision Zero and Complete Streets related correspondence and public outreach
- Communicate and routinely report on the status and progress of, and identify opportunities, develop and recommend updates and changes to the City's transportation related plans, programs and systems.
- Assists in the preparation of grant proposals and gathers information related to possible funding sources.

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES
- Excellent written and verbal communication skills
- Sound knowledge of sustainable transportation issues, innovative practices and approaches to active transportation in complex urban environments
- Working knowledge of NACTO Urban Street/Bikeway/Transit Design Guides, Manual of Uniform Traffic Control Devices, and other relevant design guidelines.
- Understanding of policies and practices of complete streets and vision zero in Philadelphia
- Strong working knowledge of AutoCAD, GIS, Word, Excel and Power Point, Adobe Creative Suite
- Proven ability to work independently to produce quality materials and recommendations within tight timeframes
- Works effectively and independently with City staff, resident groups, businesses, individuals, property owners and other stakeholders on behalf of the City to achieve and implement active transportation programs, projects and plans.
- Completion of a bachelor's degree program at an accredited college or university with major course work in Urban Planning, Civil Engineering, Transportation Systems, or other appropriate field. Master's degree desirable.
- One or more years of experience in transportation systems research, equivalent planning or appropriate internship as defined by the department.
