The Office of Property Data, a division of the Office of the Director of Finance within the City of Philadelphia, is seeking a qualified, motivated individual to serve as a Business Systems Analyst. The Office of Property Data (OPD) was developed out of a need to pull several disparate systems containing property-based information into one cohesive program. Specifically, the OPD seeks to:  Provide a service-oriented structure to act as the central point for all facets of property data  Ensure that all business processes related to the development and maintenance of property data are efficient, effective and customer-service focused  Provide accurate, integrated data to critical business functions for the City of Philadelphia  Reduce redundancy, cost and inaccuracy from data management processes  Provide address-based functionality for all city systems  Provide accurate property data services to both internal and external customers The first phase of this process is to work with the Office of Property Assessment (OPA) to upgrade their mass appraisal technology.

Job Description

The Business Systems Analyst serves as the expert in systems integration on the OPD team, responsible for understanding complex schema and data architecture and linking the business side of the project with the IT side. The successful candidate must reside within the City of Philadelphia or establish residency within six months of employment. Specific duties include:

• Provide high-level expertise in integrating and mapping property data across disparate systems and multiple platforms throughout the Enterprise.

• Provide high-level expertise to the OPD team in the evaluation, design, and development of a mass appraisal system for the Office of Property Assessment.

• Use software to map and analyze databases and determine the best approach for integration and implementation.

• Oversee work of consultants or specialists as needed and develop the business case for implementing technical solutions.

• Research and evaluate best practices used to manage property information in other City Agencies and make recommendations for inclusion in the OPD solution as necessary.

• Work with stakeholders on an ongoing basis to continually improve system structure and solution delivery.

• Mitigate risks and project obstacles as needed.

Qualifications

Required Skills

• Ability to work both independently and in a team environment with minimal supervision;

• Ability to think critically, understand complex systems and structures, and deliver proactive and innovative solutions;

• Ability to supervise the work of technical staff and to manage consultant teams, ensuring that outcomes are delivered;

• Ability to communicate with multiple audiences and translate IT principles into outcomes understandable by non-technical staff;

• Strong customer service orientation; and

• Strong writing and presentation skills.

Preferred Education and Experience

• Bachelor’s Degree from an accredited college or university in Information Technology/Systems, Computer Science or a related field or equivalent experience, Master’s Degree preferred

• 5+ years experience in hands-on development of IT solutions

• Experience managing complex projects

• Experience selling solution services to key influencers and decision makers

• Strong problem solving skills

• Experience with tools such as Oracle, SQL, Microsoft Access, and enterprise software development

• Experience working with software vendors and key stakeholders to identify and resolve complex software/database integration problems

• Experience creating documentation for software/database implementations

• Experience with GIS software, such as ESRI products, to analyze, integrate, and solve problems is strongly desired
