The Public Defender’s office provides legal representation to persons charged with a crime in San Francisco who do not have the financial means to retain their own counsel. Each year, the office serves approximately 20,000 people. The San Francisco Public Defender’s office is a nationally recognized model of public defense.

Job Description

Appointment Type: Permanent Civil Service (PCS)

Under general direction, this position will be performing a full range of technical support, operational activities and system administration with a heavy emphasis on surveillance audio/video retrieval, media conversion management, digital evidence presentation, sound and video systems setup, and audio/video editing. In addition, the IT professional will be responsible for designing methods to store, analyze, utilize and organize data for surveillance videos; prepare investigation reports; confer with attorneys and defense team on trial preparation; make court appearances and give testimonies as required. 

This advanced journey level position requires independent judgment in the performance of duties and will lead to more complex technical and operational support.

1.      Performs highly complex technical and operational IT support work. Oversee IT operations in the absence of a supervisor.

2.      Creates and maintains office network, including but not limited to IP addressing and network protocols, Microsoft Domains and Active Directory users’/computers administration.    Troubleshoot domain controller replication issues, DNS functions, Network/scanning printing, Network shares and permissions including NTFS permissions.

3.      Analyzes, designs and develops operational procedures and solution in response to needs of diverse types of staffing in law office with heavy emphasis in remote work access, trial work and community outreach.  

4.      Installs, operates, administers, maintains, and upgrades desktop, peripheral, smartphone and server operating systems.  Ensure different software platforms can communicate and work together.

5.      Provides technical assistance to users.  Performs help desk functions for users and work directly with staff in person, on the phone, or remotely.  Solve their computing needs and support their hardware/software, including but is not limited to their smartphones, desktops and the applications that run on them. 

6.      Coordinates hardware, software and service repairs.

7.      Analyzes, researches, and tests changes in operating systems and system software on multiple computers for compatibilities, performance, and capabilities in operational matters; and deploy new or enhanced system tools.

8.      Performs work related to security and disaster recovery needs such as system backup and/or restoration, including operational support at a host site or a recovery site.

9.      Assesses user training needs; develop training programs and materials.  Provide training.

10.   Attends meetings. Represent the unit or the Department on committees as necessary.

Qualifications

Applicants must fully meet the minimum qualifications by the final filing deadline unless otherwise stated:

Education:

Requires an associate degree in computer science or a closely related field from an accredited college of university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

Four (4) years of experience performing analysis, installation, technical support, and system administration in a network environment.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) Is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.  

  • Excellent customer service skills.  Demonstrate ability to interact with customers over the telephone and in-person in a pleasant, professional, and courteous manner.  
  • Strong communication skills, listening as well as written and oral communication skills.
  • Ability to work independently with minimal supervision.  Initiative and independent problem-solving skills.
  • Experience working in a legal office or high stress environment is highly desirable.  
  • Four (4) years of recent experience in a technical support role which includes supporting workstations and printers on a Microsoft Active Directory Network on a medium-to-large corporate environment.  This experience must include administering Microsoft Windows 10, Mac Support and Microsoft Office Suite 2013/2016
  • Microsoft MCSE Certification and CompTIA A+ Certification.
  • All experience must have been gained within the last seven (7) years.

Minimum Qualifications Supplemental Questionnaire (MQSQ) (Weight - Qualifying)

The purpose of the Minimum Qualification Supplemental Questionnaire (MQSQ) is to assess whether the applicant meets the minimum qualifications for the 1094- IT Operations Support Admin IV position. The minimum qualifications have been identified as critical for satisfactory performance in this classification. The information provided must be consistent with the information on your application and is subject to verification. The responses on the Minimum Qualifications Supplemental Questionnaire are mandatory for participation in this recruitment process.

Supplemental Questionnaire (SQ) (Weighted 100%):

Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail the closing of the filing period. The Supplemental Questionnaire Evaluation serves as the examination for this position and is designed to measure knowledge, skills and/or abilities in job-related areas. A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to continue in the selection on process. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores (RO10). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Nature of Work: Candidate must be willing to work a 40-hour week as determined by the department, on-call support and occasional weekend work is required. 

Work Location: Incumbent will conduct the majority of work at the Public Defender's Office, located at 555 7th Street in San Francisco. However there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary. The department is currently working in a hybrid model; however, telecommuting options are available upon the appointing officer's approval and at the appointing officer's discretion.
