The Finance and Administration Division of San Francisco Public Works serves as the backbone of the department with an administrative portfolio that provides budget, capital planning, analytics, performance management, contract administration and information technology support services.

This is a Position-Based Test conducted in accordance with CSC Rule 111A.

Job Description

The 0931 Performance Program Manager oversees the department’s performance management program, which oversees the development and monitoring of performance measures for all key services and work processes, all strategic plan objectives and citywide performance monitoring. This position also oversees the development and management of enterprise-wide business intelligence solutions and works with information technology staff to improve the data quality and stability and creates performance data that support decision making. This position will support the implementation of SF 2020 Proposition B related reporting to new commissions and other oversight bodies.  This position is also responsible for implementing parts of the Baldrige Excellence Framework within Public Works, including but not limited to Category 4, Measurement, Analysis, Knowledge Management and Category 7 Results. This position reports to the 0941 Planning and Performance Manager.

Examples of Important and Essential Duties:

1. Defines methods and procedures for collecting, organizing and analyzing data.

2. Oversees interpretation of results used by management for planning, decision-making and resource allocation.

3. Directs complex analyses of key services using operational, financial and geographic data as needed.

4. Develops quantitative and qualitative methods, systems and visualizations to measure performance of key services and work processes to improve departmental performance.

5. Manages analysts who develop quantitative methods and systems to measure organizational performance.

6. Oversees the development of reporting systems and other analytical tools; the analysis of data to identify challenges within programs; and the analyses of business process changes.

7. Supports 2020 Prop B reporting to new Commissions and implementation of new policies, processes and/ or programs.  Supports reporting to oversight bodies on topics related, but not limited to cleanliness and capital project delivery.

8. Directs the creation of performance dashboards, scorecards and other data visualizations and reports, which may include key performance indicators and other metrics of efficiency, variability and effectiveness.

9. Implements the use of benchmarking and other comparative data to assess performance relative to other agencies and organizations and performance management best practices.

10. Designs, develops, implements and evaluates performance analysis and assessments, oversees the definition of project scope, goals and objectives, the building and execution of project plans, the development of timelines and the interpretation of analytical findings.

11. Manages the tracking and measuring of new initiatives and pilot programs to evaluate their effectiveness.

12. Provides technical assistance in the development, selection, documentation and implementation of metrics and performance data to support departmental budget proposals and other department initiatives.

13. Works with managers to develop leading and lagging measures and scorecards to improve departmental operations and measure the effectiveness of strategic and operational plan initiatives.

14. Improves the use and quality of relevant data by creating business requirements for program data. Supports policy, programmatic and system implementation discussions and development of recommendations.

15. Serves as the business lead to information technology staff on implementation of the departmental data warehouse and other business intelligence work.

16. Develops and analyzes policies and procedures as well as develops recommendations to support performance measurement, strategic and operational plans and/or other programs and initiatives.

17. Creates information for policymakers and the public about departmental programs and their effectiveness.

18. Coordinates performance measurement work with key outside stakeholders such as the Controller’s Office, Mayor’s Office, Board of Supervisor’s staff, departmental clients and the public.

19. Procures and manages professional consulting services to support the work as needed. Supports, reviews and analyzes contracts and grants. Collaborates with contract administration unit.

20. May support and/or develop asset management activities.

21. Performs related duties as required.

Qualifications

MINIMUM QUALIFICATIONS

  1. Possession of a bachelor’s degree from an accredited college or university; and
  2. Six (6) years of professional level analytical experience in performance management, program evaluation, measurement and analysis, and data visualization; of which three (3) years must include experience supervising professionals.

Substitution: Additional qualifying experience may be substituted for up to 2 years of the required degree. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Note(s):

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Master’s degree in Public Policy, Public Administration, Urban Planning, Business Administration, or related field.
  • Experience planning and implementing data solutions for business intelligence needs, preferably in a large governmental organization.
  • Knowledge of and experience in process and continuous improvement, including practices and concepts of process management systems and Lean Six Sigma methodologies.
  • ASQ certification in quality and organizational excellence or Six Sigma methodology.
  • Knowledge of and experience with principles and practices of policy analysis, development and administration.
  • General knowledge of grant administration and contracting practices.
  • Experience using Tableau and/or PowerBI for data visualization, ArcGIS for mapping, and/or Visio for workflows.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire (Weight 100%):
Candidates deemed qualified will be invited to participate in a supplemental questionnaire evaluation designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: analytical, problem solving, human relations, management, supervisory and written communication abilities; knowledge of management and administrative techniques applicable to performance measurement programs and strategic planning, budget development, contract administration and personnel administration. A passing score must be achieved on the Supplemental Questionnaire in order to be ranked on the eligible list.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
